EAST WINDSOR POLICE COMMISSION
SPECIAL MEETING MINUTES
APRIL 23, 2007
OPENING:
Chairman Richard Sherman called this Special Meeting to order at 6:30 p.m. at the East Windsor Town Hall. Commission members present: Richard Sherman, Linda Sinsigallo, James Barton and Lorraine Devanney. The Chairman stated that a quorum has been met for this special meeting.
This special meeting was called to fill the position of sergeant that is being vacated with the retirement of Sergeant Lawrence Johnson.
NEW BUSINESS;
MOTION: Linda Sinsigallo made a motion to appoint Lorraine Devanney as Secretary for the East Windsor Police Commission to replace Mark Simmons who has been appointed to the Board of Selectmen. Seconded by James Barton and carried unanimously.
PROMOTION TO SERGEANT:
At this point, the Chairman Richard Sherman stated that the police contract gives us the opportunity to promote from the remaining two candidates from the recent sergeant exams. Because of this, we are here tonight to fill the vacant sergeant’s position from our two remaining applicants.
The Chairman asked for a discussion in regards to this promotion.
James Barton stated that at our workshop with Board of Finance last week Mr. Mannette saw Larry Johnson’s leaving as an opportunity to reduce the sergeant’s position by one. Mr. Barton felt this would not be a wise move and that we should not loose a sergeant’s position.
Linda Sinsigallo noted that the Board of Finance can decide the amount of monies in our budget that will be cut but that they cannot tell us where to make the cuts.
Richard Sherman made note that the CT State Statutes states that the Police Commission sets the level and amount of staff for the Police Department not the Board of Finance.

MOTION: Linda Sinsigallo made a motion to promote Officer Jeff Chant to the position of sergeant to replace Lawrence Johnson starting date to be April 30, 2007.
Motion seconded by James Barton and carried unanimously.
MOTION: Linda Sinsigallo made a motion to adjourn. Seconded by Lorraine Devanney and carried unanimously.
Chairman Richard Sherman closed the meeting at 7:00 p.m.
