Minutes

CALL TO ORDER AND ATTENDANCE
        The Special Meeting of the East Windsor Police Commission was called to order at 6:00 p.m. by Chairman Sherman.   Commissioners Barton, Devanney, Simmons and Sinsigallo were present along with First Selectman Edward Filipone and Dale Nelson, liaison to the East Windsor Board of Finance.

Due to the presence of the First Selectman and Ms. Nelson, it was a consensus of the commissioners present not to go into Executive Session.

Chairman Sherman opened the meeting by bringing up 5 items for discussion.  They are as follows:
1)      Letter from the Chairman to Paul Catino, Chairman of the Board of Finance
2)      Letter from Chief DeMarco to the East Windsor Board of Police Commissioners
3)      Changes to contract for the perspective Captain
4)      Vote on start date for the perspective Captain
5)      Police Commission budget – changes proposed by Board of Finance
6)      Board of Finance Meeting with the East Windsor Police Department regarding 2007/2008 budget.
The first two items were discussed by the members of the Police Commissioners, the First Selectman and the liaison to the Board of Finance.  Chairman Sherman made note of the fact that the letter to Paul Catino, Chairman of the Board of Finance has not been posted yet and is only being shown to the Board of Police Commissioners and the First Selectman.  The letter from Chief De Marco concerns the pay-off for Sgt. Johnson who is retiring on April 16th.  The pay-off figure of $29,032.36 is expected to be taken out of the contingency fund, as has been done in the past.  If this money is taken out of the contingency fund, the Police Department will finish out the 2006/2007 fiscal year under budget.

Item 3:  Changes to contract for perspective Captain.
The changes in the contract are in the wage line.  The contract will now read that the salary for the Captain will be 10% higher than that of the highest paid Lieutenant.

Item 4: Vote on start date for the perspective Captain.
There was a lengthy discussion regarding this matter among the members of the Police Commission.  A motion was made by Commissioner Sinsigallo, seconded by Commissioner Simmons to notify the new Captain that his start date will be April 30, 2007.

The motion was carried.

Item 5: Police Commission budget – changes proposed by the Board of Finance.
Chairman Sherman informed the Board of Police Commissioners that the Board of Finance has proposed cutting the Professional Services line from the 20072008 budget.  Chairman Sherman explained Professional Services as the composing and filing of the agendas, minutes, all correspondence relating to the Board of Police Commissioners, filing, picking up mail from the Town Hall, e-mailing minutes and agendas, mailing and all copying related to the Police Commission.  The proposed change to the budget was met with resistance from the Board as they feel that since there is no Police Commission office in the Town Hall that the recording secretary should be paid for this work in addition to the money received for attending the meetings and taking the notes.

Item 6: Board of Finance Meeting with the East Windsor Police Department regarding 2007/2008 budget.
There is a meeting on Tuesday, April 17th at 7:00 p.m. in the library of the East Windsor High School to discuss this budget.   It was strongly suggested by our liaison to the Board of Finance that the members of the Police Commission attend this meeting.

ADJOURNMENT

A motion was made by Commissioner Sinsigallo, seconded by Commissioner Simmons to adjourn the Special Meeting of the East Windsor Police Commission at 6:30 p.m.
