CALL TO ORDER AND ATTENDANCE
The meeting was called to order at 7:00 by Chairman Sherman. Commissioners Devanney, Barton, and Simmons was present along with Chief DeMarco. Commissioner Sinsigallo was not present at the meeting.

Regular Meeting - July 12, 2006
A motion was made by Commissioner Simmons, seconded by Commissioner
Devanney to accept the minutes of the regular meeting of July 12, 2006 as presented.

BUDGET AND EXPENDITURES
A) Police Department - Monthly Billing
A motion was made by Commissioner Simmons , seconded by Commissioner Devanney to approve the East Windsor Police Department monthly billing dated July 11, 2006 in the amount if $1986.08 for the fiscal year 2005/2006

A motion was made by Commissioner Simmons, seconded by Commissioner Devanney to approve the East Windsor Police Department monthly billing dated July 26, 2006 in the amount of $5397.19 for the fiscal year 2006/2007.

B) Police Department Financial Statement
A motion was made by Commissioner Simmons, seconded by Commissioner
Devanney to approve the East Windsor Police Department Financial Statement dated July 11, 2006 for the fiscal year 2005/2006.

A motion was made by Commissioner Simmons, seconded by Commissioner Devanney to approve the East Windsor Police Department Financial Statement dated August 4, 2006 for the fiscal year 2006/2007.
Before a vote was taken on this motion, there was a discussion between the Police Commissioners and Noreen Farmer, representing the Board of Finance, regarding the Board of Finance oversight of the expenditures of the various departments in Town which includes the Police Department. Commissioner Barton felt that if the Board of Finance was going to be reviewing the budget on a monthly/quarterly basis that there would be no need for the Police Commissioners to review the budget. Ms. Farmer responded to this by stating that it was up to the Board of Police Commissioners to keep track of how much of the budget was being spent and if money was needed to request same from the Board of Finance. After additional discussion between the Board Members, Ms.
Farmer and Chief DeMarco; it was a suggestion that the Chief write a letter to the Board of Finance detailing why the variable overtime is so high and what steps he is and will be taking to correct this deficit.

A motion was made by Commissioner Simmons, seconded by Commissioner Devanney to approve the East Windsor Police Commission Monthly Billing for the fiscal year 2006/2007 dated July 31, 2006 in the amount of $210.13

A motion was made by Commissioner Simmons, seconded by Commissioner Devanney to approve the East Windsor Police Commission Financial Statement for the fiscal year 2006/2007 dated July 31, 2006 as presented.

E) Animal Control Monthly Billing
A motion was made by Commissioner Simmons, seconded by Commissioner
Devanney to approve the East Windsor Animal Control Monthly Billing for the fiscal year 2005/2006 dated July 11, 2006 in the amount of $20.49

G) Legal Billing

And July, 2006 was reviewed by all commissioners present. No action necessary as this is informational only.
PUBLIC INPUT
Dale Nelson thanked the Chief and Maria for taking the time out of their busy schedules to explain how the procedures work at the Police Department with regards to training and the investigatory work. Ms. Nelson said she was amazed at how much time and work is involved in an on-going investigation and once again thanked them for their assistance.
UNFINISHED BUSINESS
A) Police Station Renovations update
The current phase of the renovations - locking mechanisms on rooms containing sensitive documents - will be started next week,. Other than that there was nothing new to report.
B) Alarm Reduction Ordinance
Nothing new to report.
C) Liability Proposal
The Chairman presented to each one of the members present the proposal that had been requested at the July 12, 2006 Police Commission meeting. This proposal has already been presented to the Board of Selectman and will be presented to the Board of Finance at their next meeting.
There was some discussion among the Commissioners present regarding this liability proposal as it deals directly with whether or not the Town of East Windsor contingency fund will pay time earned to the officers who have recently left the department and any future officers that may leave.
When there is any additional information regarding this liability proposal, it will be brought to the attention of the Commission.
TRAFFIC AUTHORITY
There was nothing new under Traffic Authority

NEW BUSINESS
A) Spay/Neuter Ordinance for Cats
A letter from the First Selectman, Linda Roberts, regarding the possible Spay/Neuter Ordinance for Cats was reviewed by all Commissioners present.
There was a discussion regarding this possible ordinance and Commissioner Devanney felt that this ordinance would not be in the best interest of the town due to the cost factor of licensing cats and for the spaying and neutering of cats that belong to residents in town who cannot afford these services.
The Chief has agreed to meet with the Animal Control Officer to discuss this possible ordinance, including the cost factor to the Town of East Windsor, and to report his findings to the Commission at the next meeting
