Regular Meeting – July 12, 2006
Minutes
CALL TO ORDER AND ATTENDANCE
The meeting was called to order at 7:00 by Chairman Sherman. Commissioners Devanney, Barton, Simmons and Sinsigallo were present along with Chief DeMarco.
A motion was made by Commissioner Sinsigallo, seconded by Commissioner Simmons to go out of order to Unfinished Business - Item 6D - Circle of Merit Award.

Unfinished Business - Item 6D - Circle of Merit Award
Chairman Sherman called upon Officer Dave McNiece to come forward and receive the Circle of Merit Award for himself and his K9 partner Mac in recognition of his outstanding service as the K9 officer and for the outstanding way in which both he and Mac performed their duties and for the professionalism which is constantly maintained while performing these duties. It was also noted that largely through the efforts of Off. McNiece and Mac that several narcotics arrests were accomplished.
Off. McNiece accepted the award on behalf of himself and K9 partner Mac (who was not present) and said that he had the best of both worlds - a job that he loved and the total support of his wife and son without whom he would not be able to do the job that he does.
A motion was made by Commissioner Sinsigallo, seconded by Commissioner Simmons to back to the order of the meeting - Added Agenda Items.

A) Police Department - Monthly Billing
A motion was made by Commissioner Sinsigallo, seconded by Commissioner Simmons to approve the East Windsor Police Department monthly billing dated July 10, 2006 in the amount if $14,328.88 for the fiscal year 2005/2006

A motion was made by Commissioner Sinsigallo, seconded by Commissioner Simmons to approve the East Windsor Police Commission Monthly Billing for the fiscal year 2005/2006 dated June 30, 2006 in the amount of $230.04

E) Animal Control Monthly Billing
A motion was made by Commissioner Sinsigallo, seconded by Commissioner
Simmons to approve the East Windsor Animal Control Monthly Billing for the fiscal year 2005/2006 dated July 10, 2006 in the amount of $368.67

A motion was made by Commissioner Sinsigallo, seconded by Commissioner
Simmons to approve the East Windsor Animal Control Financial Statement for the fiscal year 2005/2006 dated July 10, 2006 as presented.

UNFINISHED BUSINESS
A) Police Station Renovations update
The renovations are once again underway with the emphasis being on completing the new evidence area and interview room(s). There is no estimate as to when this work will be completed, but the Police Commission will continue to be apprised of the on-going work.
B) Alarm Reduction Ordinance
The alarm registration for the months of May and June were low, but as of this date
71 businesses and 133 residential alarms have been registered. The alarm activations are still high but slowly reducing due to the ordinance.
C) Bid Opening and Awarding of Same
The two bids received for the repair of the Police and Building Department vehicles from Don’s Auto Care and Major Auto USA were opened by the Commission Secretary Mark Simmons and read to the commission members present by the Chairman Dick Sherman. After a discussion of the two bids received and the comparisons, a motion was made by Commissioner Sinsigallo, seconded by Commissioner Simmons to award the contract to Don’s Auto Care to cover the period from July 1, 2006 to June 30, 2008.

E) New Hires
The two new hires, John Barracato and Paul Ostrikis have successfully completed all phases of the selection process with the exception of the stress test due to scheduling conflicts. Off. Barracato has already started working as of Monday, July 10th and Off. Ostrikis is scheduled to begin work on Monday, August 7th. Although these two officers are lateral transfers and well-seasoned officers they will not be counted toward the shift minimum for some time to come due to the language of the contract.

EXECUTIVE SESSION
A) Personnel Matters
A motion was made by Commissioner Sinsigallo, seconded by Commissioner Simmons to go into Executive Session at 7:38 p.m. for the purposes of discussion of Personnel Matters.

ACTION TAKEN: A motion was made by Commissioner Barton, seconded by Commissioner Devanney that the Police Commission is in favor of using the Town of East Windsor Contingency Fund to pay out the employees who are leaving the East Windsor Police Department. It was further requested that the Chairman draft a proposal of same for presentation to the Board of Selectman and Board of Finance.
