CALL TO ORDER AND ATTENDANCE
The meeting was called to order at 7:00p.m. by Chairman Sherman. Commissioners Devanney, Barton, Sinsigallo, and Simmons were present along with Chief DeMarco and Maria Diana Root, Administrative Assistant to the Chief.

Regular Meeting - February 8, 2006
A motion was made by Commissioner Sinsigallo, seconded by Commissioner Simmons to accept the minutes of the regular meeting of February 8, 2006 as presented.

EXECUTIVE SESSION
A motion was made by Commissioner Sinsigallo, seconded by Commissioner Simmons to go into Executive Session Item A - update on litigation - to include Town Attorney Steve Penny at 7:05 p.m.

BUDGET AND EXPENDITURES
A) Police Department - Monthly Billing
A motion was made by Commissioner Sinsigallo, seconded by Commissioner Simmons to approve the East Windsor Police Department monthly billing dated February 27, 2006 in the amount if $9875.41 for the fiscal year 2005/2006

A motion was made by Commissioner Sinsigallo, seconded by Commissioner
Simmons to approve the East Windsor Police Department Financial Statement dated March 3, 2006 for the fiscal year 2005/2006.

C) Police Commission - Monthly Billing
A motion was made by Commissioner Sinsigallo, seconded by Commissioner Simmons to approve the East Windsor Police Commission Monthly Billing for the fiscal year 2005/2006 dated February 28, 2006 in the amount of $191.99

D) Police Commission Financial Statement
A motion was made by Commissioner Sinsigallo, seconded by Commissioner Simmons to approve the East Windsor Police Commission Financial Statement for the fiscal year 2005/2006 dated February 28, 2006 as presented.

E) Animal Control Monthly Billing
A motion was made by Commissioner Sinsigallo, seconded by Commissioner
Simmons to approve the East Windsor Animal Control Monthly Billing for the fiscal year 2005/2006 dated February 27, 2006 in the amount of $20.49

F) Animal Control - Financial Statement
A motion was made by Commissioner Sinsigallo, seconded by Commissioner
Simmons to approve the East Windsor Animal Control Financial Statement for the fiscal year 2005/2006 dated March 3, 2006 as presented.

G) Legal Billing
The legal billing from the law firm of Penny, Boticello, O’Brien and Higgins, P.C. dated February 3, 2006 and March 3, 2006 were reviewed by all commissioners present. No action necessary as this is informational only.

UNFINISHED BUSINESS
A) Police Station Renovations update
The computers have been moved to the new room. There were a few problems with the transfer (technical issues), but these minor problems should be resolved within a day or so. The new Dispatch Center is up and running. The rest of the renovations are moving along smoothly and should be completed within the next couple of months.
B) Alarm Reduction Ordinance
Alarm registrations are still being done and there have been some fines imposed for non-compliance of this ordinance. Unfortunately, due to budgetary restraints we will be unable to do any more mass mailings for awhile due to the cost of postage and envelopes. The First Selectman has offered to get postage for us and when this happens we will be able to do another mass mailing. When any additional information is forthcoming it will be brought to the attention of the Commission.
C) 3/15/06 - Meeting with Finance Board - Justification 2005/2006 Budget
There will be a meeting on March 15th at 7:30 p.m. at the Town Hall with the Finance Board to justify the expenditures from the 2005/2006 budget.
3/21/06 - Meeting with Board of Selectman - 2006/2007 Budget
There will be a meeting on March 22nd at 7:30 p.m. at the Town Hall to present the proposed 2006/2007 budget to the Board of Selectman.
D) 3/29/06 - Presentation of 2006/2007 Proposed Budget
There will be a presentation of the proposed 2006/2007 Budget to the Board of Finance on March 29th at the Middle School at 7:30 p.m.
E) New Officer Update
Off. Deb Mendola of the Enfield Police Department missed the run by 10 seconds, she will have a second opportunity to pass the run on March 8th.
The state law, however, requires the officer to have two years service after FTO. Off. Mendola does not have this the way the calendar falls. The only way she can come here is to have her current Chief sign a release. Chief DeMarco has spoken to and met with the Chief of the Enfield Police Department and he has agreed to sign the release. With testing schedules and all factors, she should be on board sometime in May.

EXECUTIVE SESSION
B) Grievance 134
Due to the absence of the grieving parties this Executive Session has been postponed until April 12, 2006. All parties will be notified by certified mail, return receipt requested

MONTHLY REPORTS
A) Chief of Police
The Chief reported that due to the current financial situation in the Police Department it may be necessary to make drastic changes in the management of the Police Department. One of the suggested changes is letting the First responder license lapse - this will eliminate the need for the expensive medical equipment, i.e. defibliators and the necessity of sending one or more Police Officers to all medical calls. After a thorough discussion, a motion was made by Commissioner Sinsigallo, seconded by Commissioner Simmons to authorize the Chief to let the R1 license lapse.

There were some other possible changes that the Chief mentioned, i.e. strict curtailment of any over-time (which means that reports and filings may be held up for a few days); curtailment of non-required training and the possible lay-off of personnel from the Police Department. As the Chief put it “these are drastic measures which due to the budgetary constraints may have to seriously be considered in the coming months”.

A motion was made by Commissioner Sinsigallo, seconded by Commissioner Simmons to adjourn the regular meeting of the East Windsor Police Commission at 8:20 p.m.
