CALL TO ORDER AND ATTENDANCE
The meeting was called to order at 7:00p.m. by Chairman Sherman. Commissioners Devanney, Barton, Sinsigallo, and Simmons were present along with Chief DeMarco and Maria Diana Root, Administrative Assistant to the Chief.

A motion was made by Commissioner Sinsigallo, seconded by Commissioner Simmons to accept the minutes of the regular meeting of January 11, 2006 as presented.

BUDGET AND EXPENDITURES
A) Police Department - Monthly Billing
A motion was made by Commissioner Sinsigallo, seconded by Commissioner Simmons to approve the East Windsor Police Department monthly billing dated February 3, 2006 in the amount if $12,153.57 for the fiscal year 2005/2006

Simmons to approve the East Windsor Police Department Financial Statement dated February 3, 2006 for the fiscal year 2005/2006.

A motion was made by Commissioner Sinsigallo, seconded by Commissioner Simmons to approve the East Windsor Police Commission Monthly Billing for the fiscal year 2005/2006 dated January 31, 2006 in the amount of $350.07

E) Animal Control Monthly Billing
A motion was made by Commissioner Sinsigallo, seconded by Commissioner
Simmons to approve the East Windsor Animal Control Monthly Billing for the fiscal year 2005/2006 dated February 1, 2006 in the amount of $54.72.

F) Animal Control - Financial Statement
A motion was made by Commissioner Sinsigallo, seconded by Commissioner
Simmons to approve the East Windsor Animal Control Financial Statement for the fiscal year 2005/2006 dated February 3, 2006 as presented.

There was no legal billing
A motion was made by Commissioner Sinsigallo, seconded by Commissioner Simmons to go out of order to Item #10, Executive Session.

EXECUTIVE SESSION
A) Candidate Interview
A motion was made by Commissioner Sinsigallo, seconded by Commissioner Simmons to go into Executive Session at 7:10 p.m. for the purpose of Candidate Interview to include the Chief and Sgt. Hannaford as necessary.

ACTION TAKEN: A motion was made by Commissioner Sinsigallo, seconded by Commissioner Simmons to offer employment to Off. Debra Mendola contingent upon her completion of the necessary requirements for joining the East Windsor Police Department.

UNFINISHED BUSINESS
A) Police Station Renovations update
The Dispatch Center should be completed within 2 - 4 weeks. The problem with the men’s locker area has been solved with the moving of a wall, thus freeing up some additional space. All other aspects of the renovations are coming together nicely.
B) Alarm Reduction Ordinance
The Police Department is starting with stricter compliance the Alarm Reduction
Ordinance by way of sending out notices (300 have been sent out so far) recommending voluntary compliance with the ordinance and if this fails, there will be written documentation regarding the violations and ultimately fines for non-compliance.
C) Proposed 2006/2007 Budget - East Windsor Police Department, East Windsor Police Commission and East Windsor Animal Control
The proposed budgets for the East Windsor Police Commission and East Windsor Animal Control were approved at the January 23, 2006 special meeting so there was no discussion concerning these budgets.
There was a lengthy discussion among the Commissioners present and the Chief regarding the proposed 2006/2007 budget for the Police Department (which includes the corrections as recommended by the Board of Police Commissioners at the January 23, 2006 special meeting) with emphasis by Commissioner Barton on adhering to the request of the Board of Finance and Board of Selectman that there be no more than a 5% percent overall increase in the budget. This 5% increase does not include contractual obligations (i.e. salaries and emergency costs) but in the other line items.
In defense of his budget, the Chief stated that he has cut to the bare bones the lines that are not contractually obligated; and further stated that he would like to wait for the presentation to the Board of Finance before any additional cuts are made.
A motion was made by Commissioner Sinsigallo, seconded by Commissioner Simmons to forward the corrected budget to the Board of Selectman.

D) Capitol Improvement
There have been 2 line cars and 2 administration cars purchased. The grant money expected for the DUI car is simply not coming and the Capitol Improvement has been reduced to 50% for next year.
