CALL TO ORDER AND ATTENDANCE

The meeting was called to order at 7:00p.m. by Chairman Sherman. Commissioners Devanney, Barton, Sinsigallo, and Simmons were present along with Chief DeMarco.

ADDED AGENDA ITEMS

        A motion was made by Commissioner Sinsigallo, seconded by Commissioner Simmons to add the following item to the agenda:

PREVIOUS MEETING MINUTES

Regular Meeting - December 14, 2005

A motion was made by Commissioner Sinsigallo, seconded by Commissioner Simmons to accept the minutes of the regular meeting of December 14, 2005 as presented.

BUDGET AND EXPENDITURES

A)      Police Department - Monthly Billing

A motion was made by Commissioner Sinsigallo, seconded by Commissioner Simmons to approve the East Windsor Police Department monthly billing dated January 6, 2006 in the amount of $6220.34 for the fiscal year 2005/2006.

B)      Police Department Financial Statement

A motion was made by Commissioner Sinsigallo, seconded by Commissioner
Simmons to approve the East Windsor Police Department Financial Statement dated January 6, 2006 for the fiscal year 2005/2006.

C)      Police Commission - Monthly Billing

A motion was made by Commissioner Sinsigallo, seconded by Commissioner Simmons to approve the East Windsor Police Commission Monthly Billing for the fiscal year 2005/2006 dated December 31, 2005 in the amount of $191.10

D)      Police Commission Financial Statement

A motion was made by Commissioner Sinsigallo, seconded by Commissioner Simmons to approve the East Windsor Police Commission Financial Statement for the fiscal year 2005/2006 dated December 31, 2005 as presented.

E)      Animal Control Monthly Billing

A motion was made by Commissioner Sinsigallo, seconded by Commissioner
Simmons to approve the East Windsor Animal Control Monthly Billing for the fiscal year 2005/2006 dated December 22, 2005 in the amount of $97.79.

F)       Animal Control - Financial Statement

A motion was made by Commissioner Sinsigallo, seconded by Commissioner
Simmons to approve the East Windsor Animal Control Financial Statement for the fiscal year 2005/2006 dated January 6, 2006 as presented.

G)      Legal Billing

The legal billing from Penny, Botticello, O’Brien & Higgins, P.C. for the month of November dated December 9, 2005 and for the month of December dated January 5, 2006 was reviewed by all commissioners present. No action necessary as this is informational only.

UNFINISHED BUSINESS

A)      Police Station Renovations update

The renovations are moving along with changes occurring on a regular basis.  The staff are dealing with these changes the best that they can.  It was a request of the Chief that the Commissioners come down to the Police Station so that they can get a first hand look at the progress of the renovations for a better discussion of such in the future.

B)      Alarm Reduction Ordinance

The program to identify the high end violators of the Alarm Reduction
Ordinance have been identified and letters have been forwarded to these individuals.  There will also be mailings to people (and businesses) who have not registered their alarm systems as of yet.  If there is no response to these mailings, it will be time to take the next step.  Due to this Ordinance, there has been a definite improvement on the number of “alarm calls”, this new system is working out very well.

        
TRAFFIC AUTHORITY

        There were no new traffic authority complaints

NEW BUSINESS

A)      Replacement Officer

        Off. Craig Browning has resigned his position as an East Windsor Police Officer to go work at the East Hartford Police Department.  This resignation has created a hole which must be filled and unfortunately the pool of qualified candidates to choose from is extremely low (this is a nation wide problem and not just a problem for this area of the country).  In order to fill this position, we will be looking at a lateral transfer from departments in the surrounding area.   The Chief requested permission from the Commissioners present to start the process and hopefully he will have candidates to present to the Commission within the next couple of months.

        A motion was made by Commissioner Sinsigallo, seconded by Commissioner Simmons to give the Chief permission to start the process of finding a replacement officer.

B)      Telephones

        During the renovation process at the Police Station it has been discovered that additional phones/lines will be needed which have not been budgeted for.  There is a need of approximately $1700.00 to cover the expense of adding these phones/additional lines.  There was a lengthy discussion between the Chief and the Commissioners regarding this matter and the consensus among all concerned was for the Chief to move line items to cover the cost of the additional phones/lines.

        There was no Executive Session.

        There were no communications

MONTHLY REPORTS

        A)      Chief of Police

                There was nothing additional to report.

        
B)      Commission Members

        As it is time to review the Police Department budget for the fiscal year 2006/2007, there will be a Special Meeting on Monday, January 23rd at 7:00 p.m. at Apt. #4, Park Hill to discuss the preliminary budget for the Police Department.
                
ADJOURNMENT

        A motion was made by Commissioner Sinsigallo, seconded by Commissioner Simmons to adjourn the regular meeting of the East Windsor Police Commission at 7:38 p.m.
