CALL TO ORDER AND ATTENDANCE
The meeting was called to order at 7:00p.m. by Chairman Sherman. Commissioners Devanney, Barton, and Sinsigallo were present along with Chief DeMarco and Maria Diana Root, Administrative Assistant to the Chief. Commissioner Simmons was not present.

Regular Meeting -November 9, 2005
A motion was made by Commissioner Sinsigallo, seconded by Commissioner Devanney to accept the minutes of the regular meeting of November 9, 2005 with the following correction:
Monthly Reports
A) Chief of Police
The only addition to the report of the Chief was that as the reservoir was being drained to repair the damaged dam, a car was found. It is unknown how long the car had been in the reservoir - it had Massachusetts plate and a 1998 registration tag. Fortunately, it was just a car and nothing else.

BUDGET AND EXPENDITURES
A) Police Department - Monthly Billing
A motion was made by Commissioner Sinsigallo, seconded by Commissioner Devanney to approve the East Windsor Police Department monthly billing dated December 9, 2005 in the amount of $11,554.52 for the fiscal year 2005/2006.

A motion was made by Commissioner Sinsigallo, seconded by Commissioner
Devanney to approve the East Windsor Police Department Financial Statement dated December 9, 2005 for the fiscal year 2005/2006.

C) Police Commission - Monthly Billing
A motion was made by Commissioner Sinsigallo, seconded by Commissioner Devanney to approve the East Windsor Police Commission Monthly Billing for the fiscal year 2005/2006 dated November 30, 2005 in the amount of $765.77

D) Police Commission Financial Statement
A motion was made by Commissioner Sinsigallo, seconded by Commissioner Devanney to approve the East Windsor Police Commission Financial Statement for the fiscal year 2005/2006 dated November 30, 2005 as presented.

E) Animal Control Monthly Billing
A motion was made by Commissioner Sinsigallo, seconded by Commissioner
Devanney to approve the East Windsor Animal Control Monthly Billing for the fiscal year 2005/2006 dated December 9, 2005 in the amount of $382.08.

F) Animal Control - Financial Statement
A motion was made by Commissioner Sinsigallo, seconded by Commissioner
Devanney to approve the East Windsor Animal Control Financial Statement for the fiscal year 2005/2006 dated December 9, 2005 as presented.

G) Legal Billing
The legal billing from Penny, Botticello, O’Brien & Higgins, P.C. for the month of October, 2005 dated November 4, 2005 was reviewed by all commissioners present. No action necessary as this is informational only.

UNFINISHED BUSINESS
A) Police Station Renovations update
The renovations are moving along. There have been numerous “clitches” to this renovation project, but as they occur are being dealt with.
B) Alarm Reduction Ordinance
The response to this ordinance has been very good. We are still planning on a
Media notification regarding the ordinance and the deadline date for filing. Office Fahey is checking into prices and when additional information is forthcoming, it will be brought to the attention of the Commission.
TRAFFIC AUTHORITY
There were no new traffic authority complaints

There was no public input.
NEW BUSINESS
A) Emergency Management
There was a lengthy discussion among the Commission members present and the Chief regarding Emergency Management in the Town of East Windsor. It was a consensus of all concerned that this matter should be brought before the Board of Selectman.

There was nothing additional to report.

There were no reports from the Commission Members.
ADJOURNMENT
A motion was made by Commissioner Sinsigallo, seconded by Commissioner Devanney to adjourn the regular meeting of the East Windsor Police Commission at 8:17 p.m.
