CALL TO ORDER AND ATTENDANCE
The meeting was called to order at 7:00p.m. by Chairman Sherman. Commissioners Devanney, Barton, Simmons and Sinsigallo were present along with Chief DeMarco.

Regular Meeting -October 12, 2005
A motion was made by Commissioner Sinsigallo, seconded by Commissioner Simmons to accept the minutes of the regular meeting of October 12, 2005 as presented.

BUDGET AND EXPENDITURES
A) Police Department - Monthly Billing
A motion was made by Commissioner Sinsigallo, seconded by Commissioner Simmons to approve the East Windsor Police Department monthly billing dated October 26, 2005 in the amount of $4327.73 for the fiscal year 2005/2006.

A motion was made by Commissioner Sinsigallo, seconded by Commissioner
Simmons to approve the East Windsor Police Department Financial Statement dated November 3, 2005 for the fiscal year 2005/2006.

C) Police Commission - Monthly Billing
A motion was made by Commissioner Sinsigallo, seconded by Commissioner Simmons to approve the East Windsor Police Commission Monthly Billing for the fiscal year 2005/2006 dated October 31, 2005 in the amount of $273.01

D) Police Commission Financial Statement
A motion was made by Commissioner Sinsigallo, seconded by Commissioner Simmons to approve the East Windsor Police Commission Financial Statement for the fiscal year 2005/2006 dated October 31, 2005 as presented.

E) Animal Control Monthly Billing
A motion was made by Commissioner Sinsigallo, seconded by Commissioner
Simmons to approve the East Windsor Animal Control Monthly Billing for the fiscal year 2005/2006 dated October 26, 2005 in the amount of $167.29.

F) Animal Control - Financial Statement
A motion was made by Commissioner Sinsigallo, seconded by Commissioner
Simmons to approve the East Windsor Animal Control Financial Statement for the fiscal year 2005/2006 dated November 3, 2005 as presented.

G) Legal Billing
There was no Legal Billing this month.

UNFINISHED BUSINESS
A) Police Station Renovations update
The renovations are moving along nicely. There have been some problems with workers and there are 4 leaks in the ceiling which is being taken care. We are moving head while trying our best to stay within budget.
B) Alarm Reduction Ordinance
Still moving forward. We will be initiating heavy enforcement of this ordinance in the very near future. We will also be notifying the public about the enforcement of this ordinance by mass mailings.
C) Cross-Walks - Broad Brook School
Sgt Smith is working with the school system on this issue. He does not agree with the Engineer from DOT and feels that the signage at the cross-walk is proper and totally enforceable. As was stated before, Sgt. Smith is working with the school system and in the near future enforcement of the signage will begin and violators will be ticketed.
D) Meetings with the Board of Selectman and Board of Finance - pending legal expenditures
Chairman Sherman told the commissioners present that he had attended both meetings and was informed by both Boards that we can “stay the course” and continue with what we are doing. Our insurance carrier CIRMA will pick up 50% of the costs and the remainder will be split with the Town of East Windsor. As these discussions were held in Executive Session there will be more than likely be nothing in their minutes regarding this issue.
TRAFFIC AUTHORITY
There were no new traffic authority complaints

NEW BUSINESS
A) Election of Officers - Board of Police Commissioners
The Chairman turned the meeting over to the Vice-Chairman for the purpose of Election of Officers for the Board of Police Commissioners
A motion was made by Commissioner Sinsigallo, seconded by Commissioner Simmons to nominate Richard Sherman as Chairman of the Police Commission.

A motion was made by Commissioner Sinsigallo, seconded by Commissioner Simmons to close the nominations for Chairman.

A vote was taken on the nominations of Richard Sherman as Chairman of the Police Commission. It was unanimous.
A motion was made by Commissioner Simmons, seconded by Commissioner Devanney to nominate Linda Sinsigallo as Vice-Chairman of the Police Commission.

A motion was made by Commissioner Sinsigallo, seconded by Commissioner Barton to nominate Mark Simmons as Secretary of the Police Commission.

B) 2006 Meeting Dates
The proposed 2006 Meeting Dates were reviewed by all commissioners present. A motion was made by Commissioner Sinsigallo, seconded by Commissioner Simmons to accept the 2006 Meeting Dates - the Town Clerk to be notified.

The Executive Session scheduled for this evening - Personnel Matters was canceled.

MONTHLY REPORTS
A) Chief of Police
The only addition to the report of the Chef was that as the reservoir was being drained to repair the damaged dam, a car was found. It is unknown how long the car had been in the reservoir - it had Massachusetts plate and a 1998 registration tag. Fortunately, it was just a car and nothing else.
B) Commission Members
There were no reports from the Commission Members.
ADJOURNMENT
A motion was made by Commissioner Sinsigallo, seconded by Commissioner Simmons to adjourn the regular meeting of the East Windsor Police Commission at 7:24 p.m.
