CALL TO ORDER AND ATTENDANCE
The meeting was called to order at 7:00p.m. by Chairman Sherman. Commissioners Devanney, Barton, Simmons and Sinsigallo were present along with Chief DeMarco.

A motion was made by Commissioner Sinsigallo, seconded by Commissioner Simmons to accept the minutes of the regular meeting of July 13, 2005 as presented.

BUDGET AND EXPENDITURES
A) Police Department - Monthly Billing
A motion was made by Commissioner Sinsigallo, seconded by Commissioner Simmons to approve the East Windsor Police Department monthly billing dated July 25, 2005 in the amount of $986.55 for the fiscal year 2004/2005.

G) Legal Billing
The billing from the law firm of Penny, Botticello, O’Brien and Higgins dated August 5, 2005 for the month of July, 2005 was reviewed by all commissioners present. No action necessary as this is informational only.
PUBLIC INPUT
Chairman Sherman introduced Boy Scout Alex Thim who is working on his Citizenship in Community Merit Badge and who was present to observe the meeting. Chairman Sherman thanked him for his interest in the workings of the Police Commission and invited him to ask any questions at the end of the meeting.
UNFINISHED BUSINESS
A) Police Station Renovations update
There will be many ups and downs over the course of the renovations of the Police Department due to the fact that the plans are approximately three (3) years old and as such some of the original quoted costs have increased. These increased costs will be dealt with as they occur.
The Project Manager is right on the ball, is a constant presence in the building during these renovations and is dealing effectively with any minor problems that pop up.
B) Alarm Reduction Ordinance
The amount of paperwork to get this Alarm Reduction Ordinance off and running town wide is astronomical, but we are working diligently towards that end. Several people in town have applied over the internet. When any additional information is forthcoming it will be brought to the attention of the Commission.
C) Cross-Walks - Broad Brook School
The Chairman had a conversation with Len Norton wherein he told the Chairman
that the cross-walks at the Broad Brook School would be clearly marked before the
beginning of the school year. Mr. Norton also told the Chairman that he would be
checking all the cross-walks at all the schools to make sure that they are in the proper
place and clearly marked.
D) Circle of Merit Award
A letter from Sgt. Hannaford to the East Windsor Police Commission was
presented wherein he stated that he would be unable to attend the meeting due
to work constraints but that he was very honored to have received the award and
would continue to work to the best of his abilities to represent the department at the
highest professional standard possible.
TRAFFIC AUTHORITY
05-0001 - Margaret Drive - request for speed limit sign
A response letter from the Department of Transportation has been received and they are reviewing our request. When any additional information is forthcoming it will be brought to the attention of the Commission.
05-0002 - Scott Avenue - Children at Play sign and speed limit change
This issue is still being addressed and when any additional information is forthcoming, it will be brought to the attention of the Commission.
05-0003 - Depot Street - Speeding Complaint
Nothing new to report on this complaint.
05-0004 - Baran Institute Stop Sign
There have been numerous traffic violations and complaints with regard to the students coming out of the Baran Institute Parking lot onto Newberry Road, particularly at peak times during the day, i.e. 7 - 8 in the morning, during the morning break time, at lunch and when leaving at the end of the day. The Chief has had conversations with the administration of the Baran Institute and they have agreed to work with the Police Department with regard to the problems, i.e. sanctioning students, suspensions, etc.
It is a suggestion of Chief DeMarco that the stop sign at the exit of Baran Institute become a workable stop sign. A motion was made by Commissioner Sinsigallo, seconded by Commissioner Simmons for the East Windsor Traffic Commission to authorize a workable stop sign at the corner of the Baran Institute property and Newberry Road.

As an aside to the motion, Sgt. Smith will be writing a memo regarding this stop sign.

NEW BUSINESS
A) Special Meeting - Interviews for Detective Position
There is a need for an additional Detective and as such it was a consensus of all Commissioners present and Chief DeMarco to hold a special meeting on Tuesday, August 16th at 7:00 p.m. at the Park Hill Community Hall for the purpose of interviewing candidates for the position of Detective.
At this time, Commissioner Barton brought up the issue of giving another car to the new detective. He questioned whether it was necessary and if it would be more cost effective for the two detectives to share one car and when not in use for it to be parked at the police department and not taken home.
Chief DeMarco responded to this by stating that it was a necessity for both detectives to have a car as these cars are specially equipped with the equipment necessary for the detectives to perform his duties to the best of his ability and training.
As it appeared that Commissioner Barton was looking for specificity regarding the need for the Detective to have a car, the Chief agreed to furnish each member of the Police Commission with a memo detailing the statistical need for each detective to have an individual car.

A motion was made by Commissioner Sinsigallo, seconded by Commissioner Simmons to adjourn the regular meeting of the East Windsor Police Commission at 7:56 p.m.
