CALL TO ORDER AND ATTENDANCE
The meeting was called to order at 7:00p.m. by Chairman Sherman. Commissioners Devanney, Barton, Simmons and Sinsigallo were present along with Chief DeMarco.

A motion was made by Commissioner Sinsigallo, seconded by Commissioner Devanney to go out of order at 7:06 pm. to Item 11 Executive Session.

A) Update on Litigation
A motion was made by Commissioner Sinsigallo, seconded by Commissioner Devanney to discuss Item A - Update on Litigation to include Chief DeMarco, First Selectman Linda Roberts and Atty. Joshua A. Hawks-Ladds.

BUDGET AND EXPENDITURES
A) Police Department - Monthly Billing
A motion was made by Commissioner Sinsigallo, seconded by Commissioner Simmons to approve the East Windsor Police Department monthly billing dated September 9, 2005 in the amount of $9632.65 for the fiscal year 2005/2006.

Simmons to approve the East Windsor Police Department Financial Statement dated September 9, 2005 for the fiscal year 2005/2006.

C) Police Commission - Monthly Billing
A motion was made by Commissioner Sinsigallo, seconded by Commissioner Simmons to approve the East Windsor Police Commission Monthly Billing for the fiscal year 2005/2006 dated August 31, 2005 in the amount of $225.64

E) Animal Control Monthly Billing
A motion was made by Commissioner Sinsigallo, seconded by Commissioner
Simmons to approve the East Windsor Animal Control Monthly Billing for the fiscal year 2005/2006 dated August 19, 2005 in the amount of $166.07.

F) Animal Control - Financial Statement
A motion was made by Commissioner Sinsigallo, seconded by Commissioner
Simmons to approve the East Windsor Animal Control Financial Statement for the fiscal year 2005/2006 dated August 19, 2005 as presented.

G) Legal Billing
The billing from the law firm of Penny, Botticello, O’Brien and Higgins dated September 2, 2005 for the month of August, 2005 was reviewed by all commissioners present. No action necessary as this is informational only.

UNFINISHED BUSINESS
A) Police Station Renovations update
The renovations are moving along with work being done on the dispatch and records center. Everything is going fine with little or no displacement of personnel. When any additional information is forthcoming it will be brought to the attention of the Commissioners.
B) Alarm Reduction Ordinance
The registration forms are available at the Town Hall, Police Station and on the Town web-site. A press release regarding the registration forms and the Ordinance was released on September 13, 2005. When any additional information is forthcoming it will be brought to the attention of the Commissioners.
C) Cross-Walks - Broad Brook School
Commissioner Sinsigallo spoke with Joe Ouelette who is an engineer with the Department of Transportation who stated that he would be willing to come to our meeting in October to discuss this issue with the Commissioners.
TRAFFIC AUTHORITY
05-0001 - Margaret Drive - request for speed limit sign
We are still waiting to hear back from the Department of Transportation on this issue. When any additional information is forthcoming it will be brought to the attention of the Commissioners..
05-0002 - Scott Avenue - Children at Play sign and speed limit change
The Children at Play and Speed Limit Signs are in place. This Traffic Complaint is now closed as of September 13, 2005.
05-0003 - Depot Street - Speeding Complaint
The radar trailer is working and there are some good numbers to go by. The trailer will be placed on Depot Street sometime in the near future and we will be studying the results. When any additional information is forthcoming it will be brought to the attention of the Commissioners.
05-0004 - Baran Institute Stop Sign
There is nothing new to report on this complaint.
05-0005 - Niederwerfer Road
This complaint was discussed among the Commissioners present and the Chief. At the present time, there is nothing that can be done about the trucks using Niederwerfer Road. A response letter will be sent to the complainants.

NEW BUSINESS

COMMUNICATIONS
There was a discussion among the Commissioners present and the Chief regarding his decision to appoint a temporary Administrative Sergeant (in lieu of the Lieutenant’s position) to perform administrative tasks and special assignments. Commissioner Barton feels that this is unnecessary as there are already 6 patrol sergeants and this work could be performed either by them as part of their daily work load or by the Captain. The Chief offered to present an organizational chart to the Commissioners at the October meeting to further explain the proposed position, the reasons behind the proposition, and the benefits that would be derived from this position.
