CALL TO ORDER AND ATTENDANCE

The meeting was called to order at 7:00p.m. by Chairman Sherman. Commissioners Devanney, Sinsigallo, Barton and Simmons were present along with Chief DeMarco and Maria Diana Root, Administrative Assistant to the Chief.

ADDED AGENDA ITEMS

A motion was made by Commissioner Sinsigallo, seconded by Commissioner Simmons to add the following items to the agenda:

PREVIOUS MEETING MINUTES

Regular Meeting -March 9, 2005

A motion was made by Commissioner Sinsigallo, seconded by Commissioner Simmons  to accept the minutes of the  regular meeting of March 9, 2005 as presented.

BUDGET AND EXPENDITURES

A)      Police Department - Monthly Billing

A motion was made by Commissioner Sinsigallo, seconded by Commissioner Simmons to approve the East Windsor Police Department monthly billing dated April 8, 2005 in the amount of $14379.08 for the fiscal year 2004/2005

B)      Police Department Financial Statement

A motion was made by Commissioner Sinsigallo, seconded by Commissioner Simmons to approve the East Windsor Police Department Financial Statement dated April 8, 2005 for the fiscal year 2004/2005.

C)      Police Commission - Monthly Billing

A motion was made by Commissioner Sinsigallo, seconded by Commissioner Simmons to approve the East Windsor Police Commission Monthly Billing for the fiscal year 2004/2005 dated March 31, 2005 in the amount of $207.76

D)      Police Commission Financial Statement

A motion was made by Commissioner Sinsigallo,  seconded by Commissioner Simmons to approve the East Windsor Police Commission Financial Statement for the fiscal year 2004/2005 dated March 31, 2005 as presented.

E)      Animal Control Monthly Billing

A motion was made by Commissioner Sinsigallo, seconded by Commissioner Simmons  to approve the East Windsor Animal Control Monthly Billing for the fiscal year 2004/2005 dated April 8, 2005 in the amount of $339.67

F)       Animal Control - Financial Statement

A motion was made by Commissioner Sinsgallo, seconded by Commissioner Simmons to approve the East Windsor Animal Control Financial Statement for the fiscal year 2004/2005 dated April 8, 2005  as presented.

G)      Legal Billing

The legal billing from the firm of Penny, Botticello, OBrien & Higgins, PC for the month of March, 2005 was reviewed by all commissioners present.  No action necessary.

There was no Public comment

UNFINISHED BUSINESS

A)      Police Station Renovations update

The bids for the renovations have been received and there is a meeting on Thursday, April 14, 2005 to discuss the bids.  When any additional information is forthcoming it will be brought to the attention of the commission.

B)      Alarm Reduction Ordinance

The ordinance was presented to the Board of Selectman and to the Town at a public hearing.  There will be an additional public hearing sometime in May for the town residents to accept or reject the ordinance.

C)      New Hire

Recruit Officer Smith has completed his second semester at the Police Academy, with a slight improvement in his grades.  He is scheduled to graduate from the Academy on May 11, 2005.

D)      Cross-Walks - Broad Brook School

There is nothing new to report on the cross-walks.  When any additional information is forthcoming it will be brought to the attention of the commissioners.    

TRAFFIC AUTHORITY

There is nothing new on Traffic Authority.

PUBLIC INPUT #2 (Comments only - no discussion)

Dr. Galucci, the Superintendent of Schools, was introduced to the Police Commission by Chief DeMarco.  He spoke a few words to the Commissioners present and thanked them for the good job that they were doing.

NEW BUSINESS

A)      Added Appropriation

The meeting was turned over to Chief DeMarco who presented to each commissioner present two (2) requests for added appropriations to the salary line for both the Police Department and the Animal Control Officer(s).  Due to contractual obligations, an additional $50,224 is needed for the Police Department and $6,005 for the Animal Control Officer.

A motion was made by Commissioner Sinsigallo, seconded by Commissioner Simmons to approve the Chiefs request for two added appropriations in the amount of $50,224 for the Police Department and $6,005 for the Animal Control Officer(s), for a total of $56,229.

B)      May Meeting Change

The graduation of Recruit Officer Smith from the Police Academy is scheduled for May 11th and as the commissioners wish to attend the graduation, and after much discussion; a motion was made by Commissioner Barton, seconded by Commissioner Simmons to cancel the regularly scheduled meeting of May 11th and if something of importance comes up a special meeting will be called.

C)      Charter Revision - letter from Charter Revision Commission


A letter has been received from the Charter Revision Commission requesting any input from the Boards and Commissions regarding any proposed changes to the Charter.  After a lengthy discussion wherein the charter and the proposed changes (known proposed changes) were reviewed, it was a consensus of all commissioners present to write their thoughts and opinions regarding the charter revision and to get them to the recording secretary in order that she might be able to put them in letter form before the next Charter Revision Commission meeting which is scheduled for Thursday, April 28th.

There was no Executive Session

COMMUNICATIONS

There were no additional communications.

MONTHLY REPORTS

A)      Chief of Police

There were two additions to the monthly report of the Chief.

B)      Commission Members

The Chairman, Richard Sherman, announced that the Vice-Chairman will be the go to person from April 17th through May 8th as he will be out of the state.

ADJOURNMENT

A motion was made by Commissioner Sinsigallo, seconded by Commissioner Simmons  to adjourn the regular meeting of the East Windsor Police Commission at 7:53 p.m.
