CALL TO ORDER AND ATTENDANCE
The meeting was called to order at 7:52 p.m. by Chairman Sherman. Commissioners Barton, Devanney, Simmons and Sinsigallo were present along with Chief DeMarco, and Maria-Diana Root, Administrative Assistant to the Chief.
NEW BUSINESS
a) 2005/2006 Budget(s)
The 2005/2006 Animal Control budget was reviewed and discussed by all Commissioners present with the following results.
Accounts 100 and 101 are contractual and include the salary increase per the ratified contract.
Account 102 (Overtime) - the proposed increase in this line is based on an average. It was recommendation of the Commissioners present that this line be recalculated based on a percentage of the salary instead of an average and that the new figures be presented to the Commission when the figures are ready.
Accounts 200 and 203 are contractual and include the increases approved in the contract.
A motion was made by Commissioner Sinsigallo, seconded by Commissioner Simmons to accept the 2005/2006 Animal Control budget with the changes as discussed.

The 2005/2006 budget for the Police Department was reviewed by all Commissioners present with the following changes noted:
Account 125 - proposed budget of $1,304,511 ( a change of $108,809 from 2004/2005). The change is due to the inclusion of a Lieutenants position in this account.
After a lengthy discussion regarding the inclusion of the Lieutenants position in the proposed budget, a motion was made by Commissioner Sinsigallo, seconded by Commissioner Simmons to leave the Lieutenants position in the East Windsor Police Department budget for 2005/2006.

The motion was carried.
Account 431 - the proposed 2005/2006 budget of $13,500 includes a $1456 merit raise for the janitor (an increase of $1.50/hr - from $11.00 to $12.50).
After a lengthy discussion among the Commissioners present and the Chief, a motion was made by Commissioner Sinsigallo, seconded by Commissioner Simmons to increase the janitors salary to $12.00/hr.

Once the calculations have been done, the new figure will be presented to the Commission.
Account 800 - the proposed budget if $10,773 (change of $1055) from 2004/2005 includes the inclusion of the Lieutenants position in the budget.
A motion was made by Commissioner Sinsigallo, seconded by Commissioner Simmons ti accept the proposed 2005/2006 budget from the East Windsor Police Department with the noted changes.

A motion was made by Commissioner Sinsigallo, seconded by Commissioner Simmons to adjourn the Special Meeting of the East Windsor Police Commission at 8:34 p.m.
