CALL TO ORDER AND ATTENDANCE
The meeting was called to order at 7:00p.m. by Chairman Sherman. Commissioners Devanney, Sinsigallo, Barton and Simmons were present along with Chief DeMarco and Capt. Duffy.

Regular Meeting -December 8, 2004
A motion was made by Commissioner Sinsigallo, seconded by Commissioner Simmons to accept the minutes of the regular meeting of December 8, 2004 with the following correction:
Under Unfinished Business - B) Alarm Reduction Ordinance
The proposed ordinance has been passed by the Board of Selectman and turned over to the Town Attorney for review. The Town Attorney has reviewed the proposed ordinance and will be returning it as he feels it is too cumbersome and wordy.

BUDGET AND EXPENDITURES
A) Police Department - Monthly Billing
A motion was made by Commissioner Sinsigallo, seconded by Commissioner Simmons to approve the East Windsor Police Department monthly billing dated January 7, 2005 in the amount of $15077.76 for the fiscal year 2004/2005

A motion was made by Commissioner Sinsigallo, seconded by Commissioner Simmons to approve the East Windsor Police Department Financial Statement dated January 7, 2005 for the fiscal year 2004/2005.

C) Police Commission - Monthly Billing
A motion was made by Commissioner Sinsigallo, seconded by Commissioner Simmons to approve the East Windsor Police Commission Monthly Billing for the fiscal year 2004/2005 dated December 31, 2004 in the amount of $360.71

D) Police Commission Financial Statement
A motion was made by Commissioner Sinsigallo, seconded by Commissioner Simmons to approve the East Windsor Police Commission Financial Statement for the fiscal year 2004/2005 dated December 31, 2004 as presented.

E) Animal Control Monthly Billing
A motion was made by Commissioner Sinsigallo, seconded by Commissioner Simmons to approve the East Windsor Animal Control Monthly Billing for the fiscal year 2004/2005 dated January 7, 2005 in the amount of $237.94

F) Animal Control - Financial Statement
A motion was made by Commissioner Sinsgallo, seconded by Commissioner Simmons to approve the East Windsor Animal Control Financial Statement for the fiscal year 2004/2005 dated January 7, 2005 as presented.

G) Legal Billing
The legal billing from the firm of Penny, Botticello, OBrien & Higgins, PC for the month of December, 2004 was reviewed by all commissioners present. No action necessary.

UNFINISHED BUSINESS
A) Police Station Renovations update
The plans have been submitted to the Building Department for approval. The Chief and the Building Inspector, Rand Stanley, have had a conversation regarding some issues, including but not limited to, handicapped accessibility and public restrooms. The Chief is awaiting an official letter from the Building Department regarding any changes that need to be made to the plans. Additional information should be forthcoming at the next Commission meeting.
B) Alarm Reduction Ordinance
The Town Attorney is still reviewing the ordinance and when any additional information is forthcoming it will be brought to the attention of the Commission.
C) New Hire
The officer hired on November 16th has failed to pass the run test and is scheduled to take it again on January 28th. When any additional information is forthcoming regarding this candidate it will be brought to the attention of the Commission.
The other cadet presently at the Police Academy is doing quite well and getting good marks on all of his testing so far.
D) Finalizaton of Chiefs evaluation (Special Meeting)
A motion was made by Commissioner Barton, seconded by Commissioner Sinsigallo to hold a Special Meeting on Wednesday, February 16th at 7:00 p.m. at the Broad Brook Sub-Station for the purpose of the finalization of the Chiefs evaluation.

A motion was made by Commissioner Devanney, seconded by Commissioner Sinsigallo to hold a Special Meeting on Tuesday, January 25th at 7:00 p.m. at Park Hill for the purpose of discussion of the 2005/2006 Police Department Budget.

E) Letter from Warehouse Point Fire District
Per the request of the Police Commission, a formal letter has been received from the Warehouse Point Fire District requesting a surplus vehicle when one is available. A response will be forwarded to the Warehouse Point Fire District.
TRAFFIC AUTHORITY
There are no new Traffic Authority complaints or concerns

There was no Public Input.
NEW BUSINESS
A) Response to November 22, 2004 letter from Emergency Medical Services Chief, Thomas J. Clynch, III
The above mentioned letter was discussed in detail by the Commission members present and it was a unanimous decision by all present to draft a response to Mr. Clynch. When the drafted response is completed, it will be brought to the attention of the Commission for further action.
B) Dispatch Center
A recommendation by Ed Endee (Clerk of the Works for the Public Safety Committee) and Bruce Marcus from Marcus Communications that due to the set-up of the Dispatch Center, an ergonomic elevator desk (2) should be installed to prevent any further injuries (neck and upper back) due to the dispatcher(s) having to constantly look up at the monitors and then back down to the keyboard.
A motion was made by Commissioner Sinsigallo, seconded by Commissioner Simmons to authorize Capt. Duffy to purchase two (2) elevator desks for the dispatch center at a cost of $8,325.00.
