PARKS AND RECREATION COMMISSION

REGULAR MEETING
January 12, 2009

Draft Document – Subject to Commission Approval

The regular meeting was called to order by Chairman Hayes at 7:03 p.m. in the Meeting Room at the East Windsor Town Hall, 11 Rye Street, Broad Brook, CT.
PRESENT:    Chairman Hayes, Commissioners Simpkins, Szymanski and Waltiere;
                        Park Director Green; Selectman Simmons; and Mary Lou Morell from the Park
                Office.

ABSENT:      Commissioner Raber and Groundsman Tetro.
        
GUESTS:       None

ESTABLISHMENT OF QUORUM:   

        A quorum was established as four commission members were present.

PUBLIC PARTICIPATION:

None


APPROVAL OF MINUTES:

        Approval of minutes of the Regular Meeting held December 8, 2008 was
        tabled to the next meeting as Commissioner Raber is absent.
        

ADDED AGENDA ITEMS:

a.      2009 Pavilion and East Windsor Park Rates
b.      2009 Field Use Fee
c.      Contribution to East Windsor Youth Basketball



OLD BUSINESS:

a.      BMX Skate Park

Director Green reported that this project has an account balance of $5,500+.   She has offered the use of the concession stand at Warehouse Point Park to this group to be used as a fund raising project during the ice skating season.

OLD BUSINESS/a)  BMX Skate Park  (continued):

                A question was raised as to what happens to the fundraiser money if the
goal is not achieved.  Director Green stated that this is a long range project and the funds raised are on deposit with the Town Treasurer.  The funds will not revert to any other cause.

b.      Dog Owners Park

No discussion this evening.


c.      Boundless Playground

No discussion this evening.


NEW BUSINESS:

a.      Financial Accounts Review

The Budget by Department for the month of December was distributed and discussed.  It was noted that the Over Time line item is over budget due to snow removal operations.

b.      Minimum Wage Increase   

Effective January 1, 2009 the minimum wage increases to $8.00 an hour.   One person in the Dance program will be bumped up now with additional impact this summer with hiring of seasonal part-time staff.

c.      Part-time Salaries

Director Green reported that the Waterfront Director will give up an increase if
the Commission increases lifeguards pay to encourage the return of the experienced guards.

After discussion, the following rates are recommended:

Gate House/Snack Bar:    $8.00 – starting pay
                                 $8.25 – second year
                                 $8.50 – third year
                                 $8.75 – fourth year

        Shift Supervisor for Gate House/Snack Bar:    $9.50 - $10.00
        There will be no Gate House/Snack Bar Supervisor

NEW BUSINESS/c) Part-time Salaries  (continued):

Qualified Food Operator (QFO):  Certifications for Mary Lou Morell and William Raber expire August 2, 2009.  Director Green stated she would like
Mike Macadlo and herself to take the course.

Camp Counselors:                $12.00 – Director
                                $  8.50 – first year counselor
                                $  9.00 – second year counselor
                                $  9.25 – third year counselor

Grounds:                        $ 8.50 – first year
                                $ 9.00 – second year
                                $ 9.25 – third year

Lifeguards:                     $  8.00 – Aquatic Aid
                                $  8.75 – first year lifeguard
                                $  9.25 – second year lifeguard
                                $10.00 – third year lifeguard
                                $10.50 – fourth year lifeguard

MOTION:      To APPROVE part-time salaries as discussed.
                       

                        Szymanski moved/Simpkins seconded/VOTE:   In Favor:
                        Unanimous


d.      2009-2010 Budget Worksheets

                Director Green stated that the Town will hold the budget to $32,000,000
                and expects a 0% increase to the bottom line for each department.

                The Budget discussion and approval will be addressed at the February 9,
                2009 meeting unless it is due earlier which will require a special meeting
                for that purpose.

Director Green stated that the Parks and Recreation Department CIP presentation will be held on January 21, 2009 at 5:30 pm. with the Board of Finance.

NEW BUSINESS/ (continued):

Added Agenda Item:  2009 Pavilion and East Windsor Park Rates

Discussion took place regarding Pavilion and East Windsor Park gate fees.
After discussion, it was recommended that the fees remain the same with an addition of a $25.00 Pavilion clean up deposit to be paid at the time of a pavilion rental and returned within 30 days of event date if the Pavilion is left clean.

A discussion took place regarding the issuance of bracelets to patrons at the Park.   Three colors could be issued identifying patrons general admission, season pass holders, and Pavilion rental guests.  The Commission requested bracelet cost estimates for next meeting.

            MOTION:      To APPROVE the addition of a $25.00 Pavilion clean up
                          deposit to be paid at the time of the pavilion rental and
                          returned within 30 days of the event date if the Pavilion is left
                                      clean.

                        Waltiere moved/Simpkins seconded/VOTE:      In Favor:
                                   Unanimous

        Added Agenda Item:  2009 Field Use Fee

The present rate is $50.00 per game per field for both softball fields and Abbe Road Soccer Complex.  The Abbe Road facility is used only for games, no
practices.

Should a resident and non-resident rates be set?  What percentage of team members would constitute a resident team?  It was suggested that 50% of team members be town residents to be considered a resident team.

It was asked what fees do other towns charge.  Director Green stated rates were set by location.

e.      Park Director’s Report

Director Green reported that the office is relocating to the High School.  The office will have the same phone number and office hours.  No extended hours unless a big project or an event is being held.  Signs have been ordered to direct the public to the office door.  Drop boxes for program registrations have been installed in the three schools, the Town Hall and the Town Hall Annex.  A press release will be published when the office is settled.

Participation in most programs is low with the exception of gymnastics.  The economy is taking a toll on program viability.

NEW BUSINESS/e)  Park Director’s Report  (continued):

                The December ice skating event was attended by 120.  The facility rental
                fee was $630.00.

                The scheduling of February events will depend on space and staff availability.
                Director Green is thinking about a drop in gym day and an all day sports event.

f.      Groundsman’s Report

No report this evening.


Added Agenda Item:  Contribution to East Windsor Youth Basketball

        Mr. Szymanski requested the continuation of the $700 annual support from
East Windsor Parks and Recreation to East Windsor Youth Basketball for program contribution for custodial and maintenance fees.

MOTION:    To APPROVE a program contribution of $700 to East Windsor
                       Youth Basketball for custodial and maintenance fees.

        Simpkins moved/Waltiere seconded/VOTE:     In Favor:   Hayes,
        Waltiere and Simpkins.   Szymanski abstained.

CORRESPONDENCE:

None.


MISCELLANEOUS:

             None.


APPROVAL OF BILLS:      

The bills were reviewed and signed by Commissioners Simpkins and Waltiere.
