The regular meeting was called to order by Chairman Hayes at 7:00 p.m. in the Parks and Recreation Office at the East Windsor Town Hall, 11 Rye Street, Broad Brook, CT.
PRESENT: Chairman Hayes, Commissioners Simpkins, Waltiere and Raber;
Park Director Green, Groundsman Tetro and Mary Lou Morell from the Park
Office.
ABSENT: Commissioner Szymanski.
GUESTS: None
ESTABLISHMENT OF QUORUM:
A quorum was established as four commission members were present.
PUBLIC PARTICIPATION:
None
APPROVAL OF MINUTES:
MOTION: To APPROVE the Minutes of the Special Meeting of
September 9, 2008 as amended.

OLD BUSINESS:
a. BMX Skate Park
Director Green requested an account balance for this project from the
Treasurer’s Office. Information was not available as of this meeting and there is no update on this project at this time.

b. Dog Owners Park
Director Green reported that the Barktober Fest raised about $1,500. The balance in the account is $3,722.50 with the majority of funds representing brick sales.
Many attendees were asking when a dog swim will be held again.
NEW BUSINESS:
a. Financial Accounts Review
The current Budget by Department was distributed and discussed.
b. 2009-2010 CIP
Director Green informed the Commission the CIP Budget deadline for submission is Monday, October 21, 2008. She was advised to continue to submit the Department needs to create an on-going history even through tight economic times. Director Green will resubmit the project items of 2008, updated as necessary. They are: Maintenance/Office Building at East Windsor Park to include electric, plumbing, insulation and well costs; Recreation Software program purchase; Pool feasibility study and the Boundless Playground Project for the creation and paving of the parking lot to be associated with the playground.
c. Boundless Playground
Director Green informed the Boundless Playground organization of the concerns of the Commission of the chosen site of Pierce Memorial Park for this project. Director Green was instructed to identify the location and features of the alternative site as stated in the original request and explain the reasons for the change and confirm that the change will not impact completion of the project.
Director Green feels the most suitable site would be at the Warehouse Point Town Hall Annex which presently lacks recreational opportunities and would be concentrated in an area conducive to family living.

d. Park Director’s Report:
Director Green reported that the East Windsor Soccer Club travel teams are enjoying their night games at East Windsor Park. They would like to do the same next year.
Director Green stated she likes having soccer at the Park as it promotes the Park, is centrally located and the Tiny Tots Soccer program is held there as well. Groundsman Tetro advised it would be beneficial to purchase additional soccer goals dedicated for use at the Park which would eliminate the need to move goals from other locations for play at the Park.
The Halloween Event will be held next Friday, October 24th, at East Windsor Park, beginning at 7:00 p.m. with candy trails at 7:30 p.m. There will be hay rides and cotton candy too.
Director Green reported that the Walk-to-School event held on Wednesday, October 8th was well received. 220 students from the 3rd and 4th grades, along with teachers, walked the route from the East Windsor Middle School to Broad Brook Elementary School. The East Windsor Police Department participated in the event and the Chief and Captain walked the route also. Parents and businesses along the way cheered on the walkers. As the State of Connecticut promotes the Safe-Routes to School program, the Department of Transportation donated reflective bracelets, stickers, booklets, a DVD on safe walking, and reflective vests worn by the crossing guard volunteers from the Senior Center. This was a great event and pictures will be in the Hartford
Courant I-Towns section and the Reminder News.
After school programs are running. Director Green is finding that the economy is affecting program enrollment and may need to cut back on programming. Program costs are low and cannot be cut further. She is searching for grants and donations.

e. Groundsman’s Report
Groundsman Tetro reported that he borrowed the over seeder from the Town of Windsor Locks and seeded both fields at the Abbe Road Soccer Complex, the fenced field at Warehouse Point Park and the two fields at East Windsor Park. He used 250 lbs. of seed with the machine but if hand seeded would have required much more seed.
Groundsman Tetro has been installing benches at the following locations: East Windsor Park basketball court and tennis courts and Abbe Road Soccer Complex.
Groundsman Tetro has begun winterizing the snack bar at East Windsor Park. Once soccer ends at Warehouse Point Park he can drain the water system for the winter. CMS Landscaping will be draining the irrigation at both the Abbe Road Soccer Complex and Warehouse Point Park. At that time Groundsman Tetro will have CMS Landscaping evaluate and estimate a cost for weed control programs at each location.
Groundsman Tetro again expressed his concern regarding the water quality at East Windsor Park reservoir. The parrot weed which grows from the bottom is about 12’ high. He questions whether nitrates are leaching into the water flow from the farming across the street on Reservoir Avenue. The upper pond is filling in also. It’s been more than 10 years since these areas were dug out to remove the build up of bottom silt.

CORRESPONDENCE:
Chairman Hayes informed the Commission members she sent a letters to the East Windsor Soccer Club. and East Windsor Little League Association.
Groundsman Tetro stated that he was the one who cleared the wood from the grounds at Warehouse Point Park, not the Little League Association.

MISCELLANEOUS:
Director Green reported that the Town of East Windsor is seeking bids for town services for both plumbing and electric work. Peter Sanders Electric will no longer be the electrician for Parks and Recreation as he will not be submitting a bid which means the Department must use the contractor selected by the Town for this work. Director Green will be informed of the bid openings and she plans to attend that meeting.
Director Green informed the Commission that new doors and windows will be installed at the Town Hall which may mean offices may be closed for a day or two or offices temporarily relocated during the project. She does not know when or where at this time.
Director Green also stated that interest in locating Town offices at the Mill Building is again being considered. She has no further information on this matter.
Director Green stated that the town seal will be required on all town vehicles and equipment.
