The regular meeting was called to order by Chairman Hayes at 7:07 p.m. in the Meeting Room of the East Windsor Town Hall, 11 Rye Street, Broad Brook, CT.
PRESENT: Chairman Hayes, Commissioners Simpkins, Szymanski and Waltiere; Park
Director Green, Groundsman Tetro and Mary Lou Morell from the Park Office.
ABSENT: No One
GUESTS: None
ESTABLISHMENT OF QUORUM:
A quorum was established as four commission members were present.
PUBLIC PARTICIPATION:

APPROVAL OF MINUTES:

OLD BUSINESS:
a. BMX Skate Park
The fundraiser held at the Golden Gavel parking lot was well attended.
Senator Gary LaBeau was present.
b. Dog Owners Park
Director Green reported that a memorial contribution of $500 in memory of Erika Hebert has been received from her employer. Six bricks have been sold to date for the brick walkway leading to the entrance of the park.
Director Green informed the Commission that letters were sent to all registered dog owners in East Windsor informing them of the proposed park and seeking donations and purchases of bricks.
A Doggy Swim Day is proposed at East Windsor Park on October 4, 2008. This event will be a fundraising event for the organization and will include vendors and snack bar proceeds. Director Green will present this proposal to the Board of Selectmen at their next meeting to seek approval to allow for both dogs and vendors in Park on this one day.
Beginning in September, Director Green will be presenting a monthly Dog Owners Park financial report to the Commission.
NEW BUSINESS:
a. Financial Accounts Review
The current Budget by Department was reviewed and accepted.
Director Green reported that several line items are being considered for
centralization; office supplies, communications (phones), equipment
maintenance and moving grounds crew to Public Works.
b. Park Director’s Report
Director Green informed the Commission that she attended a Senior Staff Meeting on August 7, 2008 which included all Department Heads. The Financial Advisor from Webster Bank, Linda Savitsky, was introduced to the group. This group will be meeting monthly to discuss the budget planning process, ways to communicate effectively with the public and to foster cooperation among departments.

NEW BUSINESS/b) Park Director’s Report (continued):
· The Charter Revision Commission is asking for input from Department Heads and Commission.
· The Selectmen are considering hiring a maintenance worker to handle all maintenance on town vehicles. They are compiling a list of all town vehicles and requiring these vehicles be properly identified by having the town seal.
· The next meeting will be held on Thursday, September 4, 2008 at 2:00 at the Town Hall in the Meeting Room.
Director Green reported that there is one week left of summer camp. This program ran very smoothly this year.
Cheerleading Camp was held last week and gymnastics camp at Air Time Gymnastics is going on this week.
A fall gymnastics program will begin on September 3, 2008 at Air Time Gymnastics with an 8 week rolling enrollment. Classes are limited to 7 students and will be for East Windsor residents only. An introductory cost of $100 per session is offered. Additional fall program will be finalized in the next two weeks consisting of bowling, Mad Science, Tiny Tots soccer and Dance.
Director Green informed the Commission that the police are monitoring the waterfront at East Windsor Park for after-hours swimmers. Three out-of-town individuals were recently arrested for this activity.
The Parks and Recreation Department has received their 5 radios that are connected to the town-wide frequencies to allow personnel to communicate with all town departments. The radios will be distributed to key personnel once Director Green is comfortable and proficient in their use and can train personnel.

NEW BUSINESS (continued):
c. Groundsman’s Report
Groundsman Tetro reported there was an irrigation water line break and leak in the pump at Osborn field and the repairs have been completed.
Groundsman Tetro is requesting that requested a letter be sent to the East Windsor Little League Association remove the dumpster at Warehouse Point Park as people are trying to stuff garbage into the locked dumpster. As there is little room to do so, the garbage gets blown about the dumpster and park. The Commission has approved the annual placement of the dumpster at Warehouse Point Park from April 1st to August 1st (or sooner – if snack bar ceases operation prior to August 1st), with regularly scheduled pick ups during that time frame.

MISCELLANEOUS:
The Commission requests letters be sent to each sporting organization as a reminder that a written copy of their league schedule is to be submitted to Parks and Recreation prior to the beginning of their season. This allows for the scheduling of field use, sufficient time for field preparation and continued maintenance. This request applies to fields at Warehouse Point Park, Abbe Road Soccer facility, Pierce Memorial Park and any approved school field use granted through the Board of Education. Also, should any regular sport season extend their league into another season, permission must be requested from the Parks and Recreation Department to avoid any field use conflict with other leagues.
