The regular meeting was called to order by Chairman Hayes at 7:04 p.m. in the Meeting Room at Town Hall, 11 Rye Street, Broad Brook, CT.
PRESENT: Chairman Hayes, Commissioners Szymanski and Waltiere;
Groundsman Tetro and Mary Lou Morell from the Park Office.
ABSENT: Commissioner Simpkins and Park Director Green.
GUESTS: None
ESTABLISHMENT OF QUORUM:
A quorum was established as three commission members were present.
PUBLIC PARTICIPATION:
None.
APPROVAL OF MINUTES:
MOTION: To APPROVE the Minutes of the Regular Meeting of
February 11, 2008.
Szymanski moved/Hayes seconded/VOTE: In Favor: Hayes and
Szymanski.
Commissioner Waltiere was not present at this meeting.
MOTION: To APPROVE the Minutes of the Regular Meeting of March 10,
2008 as amended.

ADDED AGENDA ITEM:
Under Old Business: BMX Skateboard Park
OLD BUSINESS:
a. Ordinance Repeal of Recreational Vehicles in Town Parks
Issue tabled as Park Director not in attendance.
b. BMX Skateboard Park
Patricia Donohue distributed a handout to the Commissioners regarding
proposal for the creation of the BMX Skateboard Park. The location
of the Park would be on Reservoir Avenue on town property directly across the street from East Windsor Park. The information contained the proposed equipment and cost, Park Rules, and maintenance of equipment. The total cost
of the project will be covered by fundraising. Projected cost is $116,038.
Commission members suggested changes to the following Rules:
3. Change minimum age to 12 for supervision
7. Add: prosecuted to the fullest extent of the law
Add: Hours of operation: 8:00 a.m. to Dusk
MOTION: To APPROVE as presented and amended the BMX
Skateboard Park proposal.

NEW BUSINESS:
a. Financial Accounts Review
The current Budget by Department for April 30, 2008 was distributed and reviewed.
b. Part-Time Salaries
The part-time salary structure for seasonal employees was discussed. The Commission set maximum limits for 2008 for each employment category. Salaries are to be reviewed each year in January.

c. Park Director’s Report
As Director Green could not be present at the meeting, Mrs. Morell directed
her report and requests to the Commission.
As Memorial Day weekend is approaching, will East Windsor Park be open for swimming? Groundsman Tetro stated his concern whether he could get the waterfront ready given the weather conditions that have been hampering the dragging of the reservoir bottom. The Commissioners stated the Park will be open for picnicking with swimming available if possible.
Director Green would like to request funds to send camp staff to Camp College presented by the Connecticut Recreation and Parks Association. The Commissioners placed a $200 expenditure cap for this request.
Director Green would like to inform the Commissioners that East Windsor Little League has given the Mirage League permission to practice on ball fields at Warehouse Point Park and the High School. As East Windsor Little League does not have the authority to grant such permission, the Commission requested a letter be sent to the President of the Little League Association informing him that he does not have authority to grant permission for use of Parks and Recreation fields to outside entities.
Groundsman Tetro would also like to include a request in that letter that the Little League Association must clean up the building materials that on the grounds which may be stored in the field house but not left out on the property.

d. Groundsman’s Report
Groundsman Tetro reported there was an electrical issue at the light shed
at East Windsor Park that required the rewiring of the underground wire.

The Reminder News reported, including pictorials, on the Fishing Derby held at East Windsor Park.
