PARK AND RECREATION COMMISSION

Regular Meeting
September 18, 2006

DRAFT DOCUMENT – Subject to Commission Approval – Revised 10/12/06


Chairman Foster called the Meeting to order at 7:05 p.m. in the Park and Recreation Office, Town Hall, 11 Rye Street, Broad Brook, CT.

PRESENT:   Chairman Foster, Commissioners Briggs, Hayes and Szymanski; Director Green,
                Groundsman Tetro and Mary Lou Morell from the Park Office.  

ABSENT:      Commissioner Simpkins.

GUESTS: None

ESTABLISHMENT OF QUORUM:

        A quorum was established as four Commissioners were present.

PUBLIC PARTICIPATION:     None


APPROVAL OF MINUTES/Regular Meeting of June 19, 2006:  

                MOTION: To APPROVE the Minutes of the Regular Meeting dated
June 19, 2006 as amended to state that Commissioner Briggs
arrived at the meeting late.    


                Hayes moved/Foster seconded/VOTE:      In Favor:  Unanimous.    


                                Regular Meeting of August 21, 2006:

                MOTION: To APPROVE the Minutes of the Regular Meeting dated
                                August 21, 2006 correcting the two typographical errors.

                Hayes moved/Szymanski seconded/VOTE:    In Favor:  Unanimous

Deviation from Agenda order:

NEW BUSINESS/c)  Playground Committee:

                Mrs. Lynn Stanley came to the meeting to inform the Commission of the
        current fundraising effort in town to replace the Broad Brook Elementary School
        yellow playscape.  Mrs. Stanley detailed the initial $5,000 award to the Town from      Nickelodeon; the need for an updated play area at the Broad Brook and East Windsor      Middle Schools; the formation of a fundraising committee; seeking of tax-exempt status;         project goal, playscape design and quote search; fundraising efforts already underway;  grants  requested and received; and future fundraising ideas.

                Mrs. Stanley also informed the Commission as to the added areas of recreation
        recently painted on the blacktop at the Broad Brook School with the efforts of many     volunteers.

                Mrs. Stanley is not asking for funds from this Commission just bringing         information regarding the recreation opportunities that can be installed at the schools.

        Monthly Budget by Department was handed out and discussed.

        The following items were discussed for items to be included in the CIP Budget:

NEW BUSINESS/c)  Playground Committee:

                Prospect Hill Park:

                        A discussion took place as to what funding was available and how
        the playscape and recreation area can be updated and expanded.

                Warehouse Point Park Playground:

                        A discussion regarding the condition of the playground equipment
        and need for a basketball court took place.   


NEW BUSINESS/d)  Park Director’s Report:

                General:

                        Director Green created a survey to assess the needs of East Windsor     residents.  The survey contained questions relating to perceptions and feelings about the       Town’s recreation programs/facilities and future recreation     program/facility needs.   She
        shared with Commission members the responses received to date.
        
                Programs:
                
                Director Green distributed to the Commission the recent fall flyer of programs  which was distributed through the school system.

                Director Green also stated that she is creating a Saturday morning basketball   program for girls and boys in grades K-2nd to learn fundamentals and skills of the game.

NEW BUSINESS/e  Groundsman’s Report:

                Groundsman Tetro reported that the Broad Brook Pond was drained down again
        to assist the State with moving underground pipes on Main Street.

                Groundsman Tetro expressed his concern for the deteriorated condition of the base
        of the shut off valve station at the Broad Brook Pond dam.  

                Groundsman Tetro reported that there has been rollerblading, skate boarding and         bikes on the new tennis court surfaces at East Windsor Park.

                The damaged chain link fence along Reservoir Avenue at East Windsor Park has
        been repaired for $1,700.

                Groundsman Tetro informed Director Green and the Commission that Eagle  Rentals from Southbridge, Mass. rents temporary storage sheds.  This may be a possibility
        for supplies/equipment storage at East Windsor Park.
