PARK AND RECREATION COMMISSION

Regular Meeting
May 15, 2006

Revised via Commission Approval


Commission Szymanski called the Meeting to order at 7:04 p.m. in the Park and Recreation Office, Town Hall, 11 Rye Street, Broad Brook, CT.

PRESENT:   Commissioners Szymanski, Simpkins and Hayes; Director Green,
                       and Mary Lou Morell from the Park Office.  Chairman Foster arrived at 7:07 p.m.
        
ABSENT:      Groundsman Tetro.

GUESTS: None

ESTABLISHMENT OF QUORUM:

        A quorum was established as three Commissioners were present.

PUBLIC PARTICIPATION:     None


APPROVAL OF MINUTES/Regular Meeting of March 20, 2006:  

                MOTION: To APPROVE the Minutes of the Regular Meeting dated
March 20, 2006 as written.


                Hayes moved/Foster seconded/VOTE:      In Favor:  Hayes, Foster                                                                                           and Szymanski.        


                Approval of Minutes of Regular Meeting dated April 17, 2006 is table to
                next meeting.   

ADDED AGENDS ITEMS:             None.


OLD BUSINESS/a)   Osborn Field Snack Bar Renovations:

The fire protection system is being installed and the floor has yet to be apoxied.  The snack bar has passed the Health Inspection and a Qualified Food Operator (QFO) will be on premises.

Little League received $2,000 as a donation from Sam’s Club and also raised $2,000 from the recent softball tournament.

OLD BUSINESS/b)   Softball Leagues:

Men’s Softball League is up and running and all teams have made final
payment of fees.

The Over 30 League has yet to start due to rain.


LET THE RECORD SHOW Selectman Hayes arrived at 7:11 p.m. to join the meeting.

NEW BUSINESS/a)  Financial Accounts Review:

The Monthly Budget by Department was handed out and discussed.

        
NEW BUSINESS/b)  8th Grade Graduation Party Donation:

                The Parks and Recreation Department will be donating a Family Pass
                to East Windsor Park as a donation for the graduation party.

NEW BUSINESS/c)  FIELD FACILITY USE FEE:

Discussion took place to establish a field facility use fee as more and more requests are being received from out-of-town groups to use our facilities, soccer and ball fields, for games and tournaments.  

MOTION:      To ASSESS a facility use fee, for events sponsored by out-of-
town entities, of $25.00 per team per game, with a maximum fee of $100 per event.  For services provided beyond initial preparation, an additional fee will be charged.

Szymanski moved/Hayes seconded/VOTE:    In Favor:   Unanimous

LET THE RECORD SHOW Selectman Hayes left the meeting at 7:26 p.m.

NEW BUSINESS/d) Tennis Court Bids:

                Two bids were received for the construction of the two tennis courts at
East Windsor Park.  M & M Tennis Court Company of Bristol submitted a bid of $48,250 and Boutin & Sons Construction Company of East Windsor submitted
$70,000.  The bid of M & M has been accepted and the Commission requested that
the project be supervised by Public Works.

NEW BUSINESS/e)  Park Director’s Report:

Director Green read a Thank You note from the Broad Brook Fire Department for the donation on behalf of Stu Woodard and for attending the memorial service in his honor.

                Programs:

                Fishing Derby – May 6th - attended by 120+

                Kids Dog Show – June 5th at 6:00 p.m. at the Town Garage to benefit the
East Windsor Police K-9 program.  Simba’s Play Station of East Windsor is sponsoring this show and the Grand Champion will receive the Town of East Windsor 2006 #1 Dog License.

Dance Recital – May 19th at 6:45 p.m. at the East Windsor High School.

General:

Summer Camp – Director has been hired.  She presently works at the Family Resource Center at the Broad Brook Elementary School.

Waterfront Director – This position is still open and Director Green has been
given a reference which she will pursue.

Summer Staff:  Interviews will be conducted, jointly with Bill Raber, next week for
Summer staff.  It is hoped that 3 Water Safety Instructors (WSI) will be hired.

Connecticut Recreation and Parks Association is offering “Camp College” for camp staff for a one-day training session on June 10th from 8:00 a.m. to 3:00 p.m. at $6.00 per participant.  Director Green will be sending 5 staff for training.

East Windsor Park – Pavilion Rentals for summer weekends are mostly booked.

East Windsor Park – We are still looking for someone to close the gate on softball evenings.  The fee is $40 per week for Monday through Friday, until the league ends.  Commissioner Szymanski will assist in finding someone.

Abbe Road Soccer Complex/Osborn Park (Warehouse Point)/Pierce Park (Windsorville)/Prospect Hill Park (Warehouse Point)/ Broad Brook Pond Park:

                No Discussion this evening.

NEW BUSINESS/c)  Groundsman’s Report:  

                As Groundsman Tetro is absent, there is no report this evening.


CORRESPONDENCE:       None

MISCELLANEOUS:  Commissioner Szymanski asked to borrow picnic tables on July 30th                               for the rescheduled East Windsor Athletic Club Golf Tournament                                  which was flooded out.
