Regular Meeting
March 20, 2006

DRAFT DOCUMENT – Subject to Commission Approval


Chairman Foster called the Meeting to order at 7:10 p.m. in the Park and Recreation Office, Town Hall, 11 Rye Street, Broad Brook, CT.

PRESENT:   Chairman Foster and Commissioners Hayes and Simpkins; Director Green,
Groundsman Tetro and Mary Lou Morell from the Park Office.  Resident Kendra Dugas was present as well.  Commissioner Szymanski arrived at 7:30 p.m
        
ABSENT:      Commissioners Briggs.

GUESTS: None

ESTABLISHMENT OF QUORUM:

        A quorum was established as three Commissioners were present.

PUBLIC PARTICIPATION:     None.

APPROVAL OF MINUTES:  

                Approval of the February 21, 2006 minutes tabled to next meeting.

ADDED AGENDS ITEMS:             To Old Business:

a.      Osborn Field Snack Bar
b.      Summer job descriptions

OLD BUSINESS/a)   Osborn Field Snack Bar:

                Used restaurant equipment has been donated to the Little League for use
in the snack bar.  Little League must obtain a building permit from the East Windsor Building Department for the renovation and approval must be obtained from the Fire Marshall with respect to fire safety.

b)      Summer Job Descriptions:

Job descriptions for summer help to be available for April meeting.

NEW BUSINESS:    Out of Agenda order:

b)  PTO – Spring Auction:

Kendra Dugas from the Parent Teacher Organization attended the meeting to request a donation from the Parks and Recreation Department to be auctioned off at their PTO Spring Auction fundraiser.  Presently the  PTO, for grades Pre-K to 8th, is $9,000 over budget.  Their primary purpose is funding for teacher reimbursements (mini-grants), grade field trips and various assemblies.   Ms. Dugas is asking for a donation to the Auction of a program registration or service that is offered to the community by Parks and Recreation Department.

MOTION:    To APPROVE the donation to the PTO Spring Auction of a 2006
                       Season Family Pass to the East Windsor Park.  

Simpkins moved/Foster seconded/VOTE:  In Favor:   Unanimous


a)  Financial Accounts Review:

The Commission reviewed the various line item expenditures for the FYI 2005-2006 budget.  Discussion took place regarding part-time salary expense to the end of the fiscal year.   It was determined that the last pay period for employees will end June 24, 2006.  


LET THE RECORD SHOW Commissioner Szymanski arrived at 7:30 p.m.


c)      East Windsor Park Pavilion Rates:

Out-of-Season Pavilion rates and Weekday Hourly Pavilion rates were discussed.


MOTION:   To APPROVE    the following East Windsor Park Pavilion rates:

        Out-of-Season:     East Windsor Groups       from $135 to $150
                               Out-of-Town Groups          from $215 to $225
                                Non-Profit Groups           from $110 to $125   

Weekday Hourly:    from $20/hour to $25/hour with a 2-Hour minimum
                                   rental.

NEW BUSINESS/d)  Park Director’s Report:  

Programs:

Director Green gave a hand out to Commission members of the various
Spring programs being offered and proposed.


General:

Director Green announced the death of Stuart Woodard who, for many years, closed the East Windsor Park gates weekday evenings during the Men’s summer softball season.

MOTION:  To APPROVE a donation to the Broad Brook Fire Department in
the amount of $25.00 in memory of East Windsor Parks and Recreation employee, Stuart Woodard.

Foster moved/Simpkins seconded/VOTE:   In Favor:  Unanimous


Groundsman’s Tetro offered the services of an East Windsor Park homeowner who borders the East Windsor Park to be the gate closer during the 2006 softball season.  It was agreed to extend the offer to the homeowner at the current rate of pay.

Leagues:   Director Green to report on the Men’s 2006 Softball League at the next meeting.  Also, determine if there will be an increase in umpire fees.

East Windsor Reservoir Park/Abbe Road Soccer Complex/Osborn Park (Warehouse Point)/Pierce Park (Windsorville)/Prospect Hill Park (Warehouse Point)/Broad Brook Pond Park/:

No Discussion this evening.


e)  Groundsman’s Report:        

Broad Brook Pond:

Groundsman’s Tetro reported he has an individual who will be used to paint the gazebo and bench at the Pond to complete a community service requirement.

APPROVAL OF MINUTES/Meeting of February 21, 2006:

                MOTION:    To APPROVE the Minutes of Regular Meeting dated
                                February 21, 2006 as amended.

                Foster moved/Hayes seconded/VOTE:    In Favor:  Unanimous

        
CORRESPONDENCE:       None

MISCELLANEOUS:  None

APPROVAL OF BILLS:      The bills were reviewed and approved by Commissioners Hayes and Simpkins.
