PARK AND RECREATION COMMISSION

Regular Meeting
December 19, 2005

DRAFT DOCUMENT – Subject to Commission Approval


Chairman Foster called the Meeting to order at 7:54 p.m. in the Park and Recreation Office, Town Hall, 11 Rye Street, Broad Brook, CT.

PRESENT:   Chairman Foster and Commissioners Hayes and Simpkins; Director Green, and
                      Mary Lou Morell from the Park Office.
        
ABSENT:      Commissioners Briggs and Szymanski and Groundsman Tetro.

GUESTS: None

ESTABLISHMENT OF QUORUM:

        A quorum was established as three Commissioners were present.

PUBLIC PARTICIPATION:     None.

APPROVAL OF MINUTES:  

                MOTION:    To APPROVE the Minutes of Regular Meeting dated
                                November 21, 2005 as written.

                                Foster moved/Hayes seconded/VOTE:  In Favor:  Unanimous.

NEW BUSINESS:   

c)      Review of Scantic River Land Acquisition recommendations:

The Parks and Recreation Commission is being asked to comment on two
parcels of land, off of Norton Road, that could be candidates to add to a
linear park along the Scantic River.  One parcel is 125 acres containing two family residences, two barns and out buildings.  The other parcel is 7 acres containing wetlands.  The linear park runs from Old Ellington Road and Mill Street, south to Omelia Road.

MOTION:   The Parks and Recreation Commission concurs with the
American Heritage River Commission that the two properties submitted for review would be an asset to the
Town for a linear park along the Scantic River if the properties can be purchased at a reasonable price.

Simpkins moved/Hayes seconded/VOTE:  In Favor:  Unanimous

OLD BUSINESS/a)   Part-Time Salary Review:

Tabled until the January, 2006 meeting.



NEW BUSINESS/a)  Financial Accounts Review:

The Monthly Budget by Department was handed out and discussed.
To date 70% of part-time salaries has been spent and 50% of overtime
is spent.

NEW BUSINESS/b)  2006 Meeting Dates:

                        The schedule for the 2006 meeting dates was approved.  (See attached
                        schedule).

        
NEW BUSINESS/d)  Park Director’s Report:      

General:

·       The new truck for Keith is in.  It was delivered with a dent in the
door, chipped paint in the bed liner and no air conditioning.  Director Green is following up with the dealer as to how the air conditioning component was missed.

·       A $500 donation was received for the Teen Center from the German Club Golf Tournament.

·       Safe Boating Course -   March, 2006

·       Hot Shot Contest -  January, 2006

·       Acting Classes

·       Winter Carnival on February 4, 2006 from noon to 3:00 p.m.
