PARK AND RECREATION COMMISSION

Regular Meeting
November 21, 2005

DRAFT DOCUMENT – Subject to Commission Approval


Chairman Foster called the Meeting to order at 7:05 p.m. in the Park and Recreation Office, Town Hall, 11 Rye Street, Broad Brook, CT.

PRESENT:   Chairman Foster and Commissioners Hayes and Simpkins; Director Green, and
                      Mary Lou Morell from the Park Office.
        
ABSENT:      Commissioners Briggs and Szymanski and Groundsman Tetro.

GUESTS: None

ESTABLISHMENT OF QUORUM:

        A quorum was established as three Commissioners were present.

PUBLIC PARTICIPATION:     None.

APPROVAL OF MINUTES:  

                Approval of October 17, 2005 minutes tabled as all Commissioners
                required for approval were not in attendance.


ADDED AGENDS ITEMS:             Little League to be added to Old Business.      

OLD BUSINESS:
                        Little League:
Frank Beaupre, representing Little League, informed the Commission   Little League has $1,800 available to donate to the Town to upgrade the snack bar at Warehouse Point Park.  It is their intent to install an Ansul System for fire suppression so a deep fryer could be installed.  This would allow for an expanded food menu.  Several parents have committed
to donate services and labor to the project.    

Little League is looking to have the prison system construct new
cabinetry.  The electrical panel will need updating and the gas lines need to be changed.

Discussion followed about acquiring a Building Permit, meeting the
requirements for safe food service and handling, obtaining the proper

OLD BUSINESS:     Little League:  (continued)
appliances (refrigerator/freezer) and proper utensil and hand washing stations.  It was recommended that the North Central Health District be contacted to assist with any renovations undertaken.  Little League must work with Parks and Recreation in the upgrade of the snack bar facility.

Mr. Beaupre informed the Commission that the second level of the dug outs will be completed for an announcer’s booth.  The Building Permit is still open on this project.

Mr. Beaupre suggested that new bleachers would be a benefit to Osborn Field.  The current bleachers need end caps on the low level and then could be moved for use at the girl’s field.

Part-Time Salary Review:

A schedule of the current part-time salaries and positions was handed out to Commissioners.  The review is tabled to next month’s meeting pending specific classification of each position.


NEW BUSINESS/a)  Financial Accounts Review:

The Monthly Budget by Department was handed out and discussed.

        
NEW BUSINESS/b)  Park Director’s Report:      

General:

·       Director Green reported on the Spaghetti Dinner fundraiser for the Teen Center.

·       Community Day:   To be held on Saturday, May 6, 2006 at the East Windsor High School.  Director Green requested approval to provide the DJ services and to conduct children’s games.

·       Director Green stated that her coaching position at East Windsor Middle School starts on Monday, November 28th. .

NEW BUSINESS/b)  Park Director’s Report:  (continued)    

Programs:

·       Flyers for upcoming programs were handed out.

Winter Carnival:   To be held on Saturday, February 4, 2006 or
Saturday, February 11, 2006.  A commitment from Game Show
Mania has been secured.  Director Green is inquiring into the
ice carver and husky sled dogs.

·       Santa Calls:  Will be made Tuesday, December 13th  from
5:00 – 7:00 p.m.  Commissioner Szymanski has committed to participate and Chairman Foster will secure two additional volunteers.

Leagues/East Windsor (Reservoir) Park/Abbe Road Soccer Complex/Broad Brook Pond Park/ Osborn Park (Warehouse Point)/Pierce Park (Windsorville)/Prospect Hill Park (Warehouse Point):

        No discussion this evening.



NEW BUSINESS/c)  Groundsman’s Report:

                        No report this evening.



NEW BUSINESS:      Men’s Open Basketball

                                Commissioner Szymanski reported that the Men’s Open Basketball
is held on Sunday mornings at the East Windsor Middle School gym.
Play is open to East Windsor residents only.  There is no charge to play and no attendant on duty.  Commissioner Szymanski opens the gym for play in the morning and the gym stays open for Sunday Recreation Basketball League practice and is closed at the end of the day by the League.  

Commissioner Szymanski inquired as to the “Hot Shot” Contest and Director Green is looking into scheduling this in December.

APPROVAL OF MINUTES:

        MOTION: To APPROVE the Minutes of Regular Meeting dated October 17, 2005,                       with the following addition to the last sentence on Page 2 to read:
                        “in addition to their attendance at a future meeting”.  

                        Briggs moved/Hayes seconded/VOTE:  In Favor:  Briggs, Hayes and
                        Szymanski.     Chairman Foster and Commissioner Simpkins abstained.             

CORRESPONDENCE:       None

MISCELLANEOUS:  None

APPROVAL OF BILLS:      The bills were reviewed and approved by Commissioners Hayes and Briggs.


ADJOURNMENT:               MOTION:      To ADJOURN this Meeting at 8:38 p.m.
