PARK AND RECREATION COMMISSION

Regular Meeting
October 17, 2005

DRAFT DOCUMENT – Subject to Commission Approval


Commissioner Szymanski called the Meeting to order at 7:10 p.m. in the Park and Recreation Office, Town Hall, 11 Rye Street, Broad Brook, CT.

PRESENT:   Commissioners Briggs, Hayes and Szymanski; Director Green, and
                      Mary Lou Morell from the Park Office.
        
ABSENT:      Chairman Foster, Commissioner Simpkins and Groundsman Tetro.

GUESTS: None

ESTABLISHMENT OF QUORUM:

        A quorum was established as three Commissioners were present.

PUBLIC PARTICIPATION:     None.

APPROVAL OF MINUTES:  

        MOTION: To APPROVE the Minutes of Regular Meeting dated August 15,
                        2005 as written.

                        Hayes moved/Briggs seconded/VOTE:  In Favor:  Unanimous.

        MOTION:    To APPROVE the Minutes of Regular Meeting dated September 19,
                        2005 as written:

                        Hayes moved/Briggs seconded/VOTE:  In Favor:  Unanimous.


ADDED AGENDS ITEMS:             None.   

OLD BUSINESS:

Review of part-time salaries is tabled to the next meeting.  It is requested
that the information be presented in table form with present position, current salary and length of service.

NEW BUSINESS/a)  Financial Accounts Review:

Nothing to report.

It is requested that the Monthly Budget by Department and Monthly Expenditures Report be handed out at each meeting.

NEW BUSINESS/b)  Park Director’s Report:      

General:

·       Chairman Foster and Director Green attended the Board of Selectmen’s meeting to request the transfer of funds from Capital Improvements, site acquisition fund, to Parks and Recreation for site maintenance and repairs.

The Board of Selectmen requested a list of project priorities and their costs for further consideration of the request for transfer of funds.

Suggested projects to be completed with the funds:

Establish a new basketball court in the yard area behind the Town Hall Annex.   

There is $30,000 already allocated for a new storage building at East Windsor Park to replace the fallen tobacco barn.  It is estimated that an additional $30,000 would be needed to complete this project.  The building would house Parks and Recreation equipment and maintain an office area with restroom facilities.

Director Green suggested that the Commission consider installing a handicapped restroom on the back side of the Snack Bar at East Windsor Park.

Redo the tennis courts at East Windsor Park – estimated cost at $15,000.

Parks and Recreation will make a presentation to the Board of Finance on Wednesday to approve the request for the transfer of funds.  A request of this nature may require approval by Town Meeting.

·       Little League requested to be placed on the meeting Agenda to present a request to make renovations at the Snack Bar at Warehouse Point Park to install new cabinetry, a hood and fan assembly, including an Ansul System, so they would have the
same cooking facilities as the Snack Bar at East Windsor Park.
Their goal is to install a fry-a-lator for french fries.  As there was no representation at this meeting by Little League, it was requested that Director Green obtain the proposal in writing from Little League.

NEW BUSINESS/b)  Park Director’s Report:  General  (continued)    


·       Director Green reported that there is $16,290 available in a revolving account off the General Funds Account for Prospect Hill Park.   This money was received from the trash company on
Shoham Road to be used specifically for Prospect Hill Park.

·       Director Green reported damage at the East Windsor Park due to the recent rain storms.  There was erosion to both the feeder pond and beach sand area.  It will be necessary to dredge the pond next season.

·       There were broken tree branches at Pierce Park which have been cleaned up.

·       The large mower required another repair for $1,637.72.

Programs:

Holiday Vacation Sports Camp for K – 6th grade at the East Windsor Middle School on December 27th – 30th from 9:00 a.m. to 1:00 p.m.  There will also be a Li’l Sports Camp for ages 3 & 4 at the same time and place.

The annual Halloween Event will be held Friday evening on October 28th to include hay rides, face painting, candy hunt, cookie decorating, pumpkin carving contest, costume contest and refreshments.  

There will be a Teen Center Kick-Off Dance on Friday, October 21st at Scout Hall from 7:00 – 10:00 pm.    There will be a DJ with games and prizes, along with pizza, popcorn and soda for sale throughout the evening.

Gloria Turgeon is offering a kick boxing class.  It will be considered for January/February as long as there is no cost to the Department.


Abbe Road Soccer Complex/Broad Brook Pond Park:

        No report this evening.


Director Green approached the Commission on their feeling of her being able to coach the girl’s basketball team at East Windsor Middle School this year.  The Commissioners felt it was doable as long as office hours are covered, she can handle both the Directorship and coaching and this will allow her to utilize accumulated compensation time.
