Commissioner Szymanski called the Meeting to order at 7:10 p.m. in the Park and Recreation Office, Town Hall, 11 Rye Street, Broad Brook, CT.
PRESENT: Commissioners Briggs, Hayes, Simpkins and Szymanski; Director Green, and
Mary Lou Morell from the Park Office.
ABSENT: Chairman Foster and Groundsman Tetro.
GUESTS: Mr. Ralph Sarato from the Literacy Volunteers of American in Northern
Connecticut attended the meeting to inform the Commission of the upcoming
Walk for Literacy to be held October 22, 2005 from the Enfield Town Green. The Northern Connecticut region covers Enfield, Somers, Suffield, Windsor Locks, and East Windsor. Kara Walters will be walking and Mr. Sarato encourages families in the East Windsor basketball program to get involved by walking on October 22nd and seeking pledges for the cause. Basketball division leaders and coaches should
be informed of the walk. Pledge sheets were not available as of the meeting date and will be dropped off at the Park Office when available.
ESTABLISHMENT OF QUORUM:
A quorum was established as four Commissioners were present.

APPROVAL OF MINUTES:
None.
OLD BUSINESS:
Discussion of grounds crew salaries is postponed until the October meeting as historical information was not available for this meeting.
NEW BUSINESS/a) Financial Accounts Review:
Nothing to report.

NEW BUSINESS/b) Park Director’s Report:
General:
· Chairman Foster will be attending the next Selectman’s Meeting on Tuesday, October 4, 2005 to request the reclassification of the funds
held in Site Acquisition to Site Maintenance and Improvement.
Chairman Foster will also address the removal of the East Windsor Park tobacco barn rubble.
· There was vandalism at the pavilions at East Windsor Park. Charges have been filed and restitution from those charged has been requested.
· Director Green informed the Commission on the effort and expense to produce the September/October Fall Program Flyer. It consisted of copying, collating, stapling and sorting for each school. This was a two day effort for three people. A more cost effective method needs to be addressed for future publications.
· Groundsman’s truck has been ordered.
· The Lion’s Club has inquired at to how they can be involved and contribute to the proposed Teen Center.
· Director Green will be attending a Grant Writing Class sponsored through CRPA for more experience and training in seeking grants
for the Town.
Programs:
Performing Arts program to be held in the Art room at Broad Brook Elementary School. This program has been successful in surrounding towns and is the first time offered in East Windsor.
Mad Science at Broad Brook Elementary School. With sufficient enrollment, two classes will be offered.
Dance classes at the Community Hall of St. John’s Church. Classes will be offered on Saturdays and Tuesday evenings. To date three classes have already filled.
Dog Obedience at the Town Hall Annex gym. $10 of the registration fee
will come to the Department.

NEW BUSINESS/b) Park Director’s Report: Programs (continued)
Babysitter Training is scheduled for Saturday, October 15th at the Scout Hall.
UCONN vs. Army Football away game on October 1st at noon: 19 seats remain and the departure time has been changed to 7:00 a.m. Should any seats go unsold by Parks and Recreation, the bus company will advertise and sell these seats.
Big E discount tickets: Adult and child tickets are available and sell well.
Family Movie Night is scheduled for September 23rd at the East Windsor Middle School. Soda, popcorn and juice will be provided. A PG/G movie has not been chosen as yet.
The Halloween event at the East Windsor Park will take place on Friday, October 28th with the rain date of Saturday, October 29th. There will be a carved pumpkin contest, costume contest and a cookie decorating activity. A suggested donation of $1.00 per child is requested.
The Knights of Columbus will hold a pasta dinner fundraising event for the Teen Center on Friday, November 4th.
Abbe Road Soccer Complex/Broad Brook Pond Park/Osborn Park (Warehouse Point)/Pierce Park (Windsorville)/Prospect Hill Park (Warehouse Point):
