The Meeting was called to order at 7:12 P. M. by Chairwoman Foster in the Park & Recreation Office, East Windsor Town Hall, 11 Rye Street, Broad Brook, CT.
PRESENT: Chairwoman Foster, Commissioners Briggs, Hayes, Simpkins, and Szymanski.
ABSENT: Groundsman Tetro.
GUESTS: None
ESTABLISHMENT OF QUORUM:
A quorum was established as all five Commissioners were present.
ADDED AGENDA ITEMS: None.
PUBLIC PARTICIPATION: None.
APPROVAL OF MINUTES: Tabled.
MOTION: To GO INTO EXECUTIVE SESSION at 7:12 P. M. to review applications for Park Director. Attending the Executive Session were Commissioners Briggs, Foster, Hayes, Simpkins, and Szymanski.

MOTION: TO COME OUT OF EXECUTIVE SESSION at 8:00 P. M.
Szymanski moved/Hayes seconded/VOTE: In Favor: Unanimous
The Commission decided to hold a Special Meeting on March 28, 2005 at 6:00 P. M.
MOTION: To HOLD A SPECIAL MEETING - EXECUTIVE SESSION at 6:00 P. M. on March 28, 2005.

NEW BUSINESS/a) Park Office Report:
General:
* Groundsman Tetro needs to bring in part-time help to start field preparation next weekend.
* Chairwoman Foster attended the Budget Hearing for this department. She submitted a request to the Capital Improvements Account to resurface the tennis courts at East Windsor Park; that request was denied. The Commission felt they may have to close the courts for safety reasons. The Commission will review the availability of funds in Site Acquisition for this project.
Chairwoman Foster reported that the BOF questioned if they took 5% out the Commission’s previous budget (not counting mandatory salary increases) what would the Commission cut? The Commission considered cutting the following items: swim lessons; reduction in park operating hours; remove portalets from various park sites; discontinue the Summer
Concert Series, Fall Festival, Winter Carnival, Halloween, Easter Egg Hunt; stop mowing grass at school sites; reduce support maintainer staff; cut funding to Youth Programs, close basketball courts at Osborn, close the tennis courts at East Windsor Park.
Leagues:
* Commissioner Szymanski reported the same baseball teams are coming back this season; the Commission recalled their intent to increase the fee to $650 to maintain the same level of service as last year.
Programs:
* The Commission is looking for the balance in the Program Account.
East Windsor (Reservoir) Park:
* Someone broke into the bathrooms at the Pavilion at East Windsor Park; cost of repairs is estimated to be $700+/-. The Police were called.
* The Apostolic Church in Ellington wants to use the Pavilion at East Windsor Park before the season; the Commission agreed to charge $100
but would have to charge an additional fee if the park is open and swimming were available.
Abbe Road Soccer Complex/Broad Brook Pond Park/Osborn Park (Warehouse Point)/Pierce Park (Windsorville)/Prospect Hill Park (Warehouse Point):
No report this evening.

MISCELLANEOUS:
* Chairwoman Foster reported Selectman Balf noted that the police and ambulance have constructed a fence to separate their organizations from the park at the Town Hall Annex. Staff tests lights and sirens every shift; neighbors are complaining. He questioned if the Park & Recreation Commission could plant trees as a buffer around the park? Commissioner Hayes noted that some parents take comfort knowing that the park can be seen by the police department; planting trees would block that view. The Commission agreed to research the cost of the plantings.
* Commissioner Szymanski noted the girls high school coach will run a boys and girls basketball camp this Summer.
* Commissioner Szymanski also noted the Athletic Club Golf Tournament is being held at Traditions Golf Course (previously Millbrook) in Windsor, May 14th.
