EAST WINDSOR, CONNECTICUT
MINUTES OF FEBRUARY 22, 2006
I. TIME AND PLACE OF MEETING
Chairman Rajala called the meeting to order at 7:05 p.m. in the Board of Education
Office.
II. ATTENDANCE
Present: Chairperson Judi Rajala, Members Patty Briggs, Betsy Burns, Richard Coville, Tim Howes, Gayle Kement, Cal Myers, Kevin Saunders, Linda Sinsigallo. Absent: Jim Barton, Len Norton.

A. Minutes of January 25, 2006
Ms. Sinsigallo moved, and Ms. Kement seconded a
MOTION: To approve the minutes of January 25, 2006.
Voting for the motion: Briggs, Burns, Howes, Kement, Myers. Abstaining:
Coville, Saunders, Sinsigallo. The motion passed.
V. AGENDA
A. Discussion of recent PZC actions
Ms. Rajala was not provided with any updated information. Is East Windsor’s population being accurately recognized? There could be 1500 people living in the Mill Pond Apartments. Next census is in 2010.
B. Discussion concerning how topical/in-depth the committee’s report should be
The committee discussed exactly how the committee should proceed. Ms. Rajala stated that a member of the Board of Finance or Selectmen had not been assigned to replace those that left earlier in the year.
Ms. Rajala distributed a space planning study from 1990 and another space review from 2002.
Discussed:
Look at feasible plants vs. land usage.
New school, senior center, fire house
Where should these buildings be in ten years?
Schools get bonding, no other building does.
It is not the committee’s job to wonder where the money would come from.
The Town Treasurer is in very tight quarters.
We have not been proactive to growth in town.
Linda Sinsigallo suggested that Warehouse Point School could be used for storage. Maybe the town could rent storage space.
She asked about Birth to School taking up space at Broad Brook School. Most people feel the program has been an asset to the school. It is self-supporting through the day care feature and has received a grant to help fund it. The program has given back to the school. What are plans for National Guard building?
The committee will do research and analysis of buildings and make recommendations to the Board of Selectmen. The committee will aim to do this in May. Keep report short and to the point.
The report should include an introduction, what the charge of the committee was, members of the team, actions taken, presenters, monthly meetings.
Data should include the building and square footage, age, occupancy, condition, photos. Clarify where agencies are located. Data should be collected on buildings, not by agency. There would be a short discussion of each from five years from now to 25 years from now.
Draft a facilities needs plan including possible leasing space

These members will analyze the following buildings:
Schools: Mr. Howes, Ms. Kement
Broad Brook Fire House: Mr. Myers
Warehouse Point Fire House: Mr. Barton
Annex: Ms. Burns, Ms. Sinsigallo
Town Hall: Ms. Briggs
Park and Rec.: Ms. Briggs
Senior Center: Ms. Burns
DPW: Mr. Norton
Treasurer’s Office: Mr. Howes
Ms. Rajala will develop an outline for members to use.
The next meeting is scheduled for Wednesday, March 22, at 6:00 p.m. in the Board of Education Offices.
