MUNICIPAL FACILITIES STUDY COMMITTEE
EAST WINDSOR, CONNECTICUT



MINUTES OF October 25, 2005



Chairman Rajala called the meeting to order at 7:05 p.m. in the Board of Education Office.

Present:  Chairperson Judi Rajala, Members Mike Balf, Jim Barton, Patty Briggs, Betsy Burns, Ed Farrell, Tim Howes, Gail Kement, Cal Myers.  Absent:  Richard Coville, Len Norton, Kevin Saunders, Linda Sinsigallo.


Minutes of September 28, 2005

Upon motion by Ms. Kement, seconded by Ms. Burns, it was unanimously

VOTED:  To approve the minutes of September 28, 2005.

Mr. Howes introduced Tim Eagles, an architect from EDM Services.

Mr. Eagles is currently working with the Town of Suffield on a space needs study.  He said the first step in such a study would be information gathering.  He suggested interviewing every department in town.  Ask them about the condition of their buildings and their perceived needs.  The committee could make a checklist that each department would complete.  Mr. Eagles gave the committee a sample checklist.  The committee could walk through all departments’ working space with a questionnaire that would include what works and what doesn’t questions.  Mr. Eagles said it could take four to six weeks for this interview process.  

Mr. Barton entered the meeting.

Once information is collected, this committee would make its recommendations to the Board of Selectmen.  The Town would look at possible plans and develop a space and needs program.  Mr. Eagles suggested that the town also look at the possibility of using existing buildings for other uses.  He stated that it is feasible to turn old schools into town offices.  He added that old grammar schools are usually very functional for office use.

The cost of a feasibility study could run $50,000 to $75,000. Mr. Howes will call Jack Muska of the Suffield Department of Public Works to ask how Suffield got the start up costs for their study.  

Ms. Rajala said that solid plans should be made at the November 30th committee meeting. She asked that members be ready to answer questions such as: are we going to do a survey?  Will we try to apply for a grant for the cost of a study?  Could members come up with other questions for the survey?

Ms. Rajala will notify the First Selectman that there are members that have not been attending these meetings and ask for others who may want to participate.  

Ms. Rajala will get a list of all town agencies.  
Future Meetings (4th Wednesday of the month):  November 30, January 25,
February 22, March 22, April 26, May 24, June 28

Upon motion by Ms. Kement, seconded by Ms. Briggs, it was unanimously
