CALL TO ORDER AND ATTENDANCE

        The meeting was called to order at 7:00 p.m. by Chairman Boutin.  Commissioners LaMay, Lamb, and Percoski were present.  Commissioner Legassie was not present

MEETING MINUTES OF:
Regular Meeting – January 20, 2009

        The minutes of the regular meeting of January 20, 2009 were reviewed by all Commissioners present.   A motion was made by Commissioner LaMay, seconded by Commissioner Lamb to accept the minutes of January 20, 2009 as presented.

 BILLS AND COMMUNICATIONS

Check Register – January 21, 2009 – February 11, 2009

        The check register for January 21 – February 11, 2009 was reviewed by all commissioners present and all questions answered.   A motion was made by Commissioner Percoski, seconded by Commissioner Lamb to accept the check register of January 21 – February 11, 2009 as presented

Bank Reconciliation January, 2009

        The Bank Reconciliation of January, 2009 was reviewed by all commissioners present.


PUBLIC COMMENTS

        Karen Nasuta, #73 inquired as to when the people on Social Security would be getting their economic stimulus check and whether or not they would have to file a tax return like last year
Darlene Kelly answered her by stating she had no knowledge of any stimulus check or whether they would have to fill out an income tax return.

George Eigabroadt, #58, answered Ms. Nasuta’s question by stating to all and sundry that the income tax forms would not have to be filled out this year and that the stimulus check would be included in their Social Security check sometime between April and June.

REPORTS OF THE EXECUTIVE DIRECTOR

We (Karen Boutin and Barbara LaMay) have met with the son of one of our residents and he was informed that the person that is staying with his Mother at night can continue to do with the proper documentation provided to the office.   He told us that he has been checking into adult day care but that it may be cost prohibitive.   When any additional information is forthcoming it will be brought to the attention of the commission.

A newsletter went out to the tenants in February explaining what has been happening – funny thing is the people here thought that it was Darlene that had gone to Florida instead of me.  We will try to get a monthly newsletter out to all residents.

We currently have three apartments vacant - #11, 21 and 27.  With any luck these will be ready to rent by the first of March.  

There was a Valentine’s Day Pizza Party held on Friday, February 13, 2009.  There were about 44 people here and we went through about 10 pizzas.  We were entertained by Brian Chicoine and everyone had a good time listening to his music and dancing the afternoon away.

A notice will be passed out to all residents during the re-certification process warning them about the dangers of feeding the wild animals, particularly the raccoons and birds.

REPORTSOF COMMITTEES

Barbara LaMay reported that the Broad Brook Fire Department would like to come speak with us at our next meeting regarding the lock boxes.



Executive Director Report

The applications have been closed for the position of Executive Director.  There were many applications received and from those received, candidates will be chosen for interviews.


UNFINISHED BUSINESS

A)      Ruth Medeiros, Apt. 32

         We received notification from the Department of health that since her apartment is now clean and relatively odor free that they are closing the case.   If this issue needs to be revisited, the commission will be advised.

NEW BUSINESS

A)      Quarterly Report – Quarter ending December 31, 2008

The quarterly report for the Quarter ending December 31, 2008 was reviewed by all commissioners present and all questions answered.

B)      New Postage Machine

We have ordered a new postage machine from Neopost and it should be delivered sometime this week.   We have contact Pitney
Bowes to come and remove the postage machine.   The new machine will not cost us anymore than the existing one and as a matter of fact, will probably save us money in the long run.

C)      Audit

The paperwork required for Jim Lagana to begin the 7/1/08 – 12/31/08 audit has been gathered together and forwarded to him.  A back up of the Quick Books program will be forwarded to him within the next day or so.   When any additional information is forthcoming it will be brought to the attention of the Commissioners.

D)      Lease Addendum – Cats

There appears to be an on-going problem with the ownership of cats.  A lease addendum reminding tenants that they are only allowed one (1) cat needs to be done.   Also, because of the problems arising from the cats not being properly taken care of in the apartments, it would be appropriate to charge a $100.00 security deposit for all new tenants.  All tenants who currently have cats will be grandfathered in.

E)      Yearly fee for renting the hall

Due to the high cost of utilities and the fact that many of the organizations that rent the hall are using the kitchen, it would be appropriate to charge $75.00 a year for the use of the hall.

A motion was made by Commissioner Percoski, seconded by Commissioner LaMay to begin charging $75.00/a year to the different organizations that use the community hall.

REPORT OF THE RESIDENTS SERVICE COORDINATOR

The following are several of the things that have been accomplished this past month by the Resident Services Coordinator:

Several residents were assisted in completing the ConnPace applications and/or recertification’s for the State of Connecticut, Department of Social Services.

Several residents received assistance in resolving some of their issues with the Electric Company, i.e. matching payment vs. budget payment.   Also a few residents who had not received their Energy Assistance requested assistance in getting set up wit h one of the programs available through the Electric company.

There are still a few residents who requested assistance in getting energy assistance and for those residents the applications were filled out and forwarded to CRT in Hartford.  Energy applications will continue to be done through March 15, 2009.

The Valentine’s Day Pizza Party wad planned and organized with the assistance of the Chairman, Karen Boutin and Commissioner Elizabeth Lamb.

The home ec department of the high school was contacted with regard to possibly assisting us in making “snakes” for the doors of the residents to try and keep the cold air out.

Beginning on Wednesday, February 18th, Darlene will be in the office every Wednesday from 2:00 to 3:30 to meet with people who have an issue they want to discuss, to fill out paperwork and to be there for anyone who would like to talk to her.

Also, brochures which will be of interest to the residents will be gathered and placed in a holder in the Community Hall for the residents to look at and take if they so desire.

A)      Personnel matters

A motion was made by Commissioner Percoski, seconded by Commissioner LaMay to go into Executive Session at 7:35 p.m. for the purpose of discussing personnel matters, to include Darlene Kelly as needed.

A motion was made by Commissioner Percoski, seconded by Commissioner LaMay to come out of Executive Session at 8:15 p.m.

ADJOURNMENT

A motion was made by Commissioner Percoski, seconded by Commissioner LaMay to adjourn the regular meeting of the East Windsor Housing Authority at 8:20 p.m.
