Emergency Meeting – December 29, 2008
Minutes
Call to order and attendance.
The meeting was called to order at 6:15 p.m. by Chairman Karen Boutin. Commissioners LaMay, Lamb, Legassie and Percoski were in attendance, along with Denise Menard, First Selectman for the Town of East Windsor, Darlene Kelly, Administrative Assistant for the Housing Authority and Darrell Barkley, Maintenance Supervisor for the Housing Authority.
EXECUTIVE SESSION
Executive Session
A motion was made by Commissioner Percoski, seconded by Commissioner Legassie to go into Executive Session at 6:16 p.m. to include Denise Menard, Darlene Kelly and Darrell Barkley.

A motion was made by Commissioner Legassie, seconded by Commissioner Lamb to come out of Executive Session at 6:18 p.m.

ACTION TAKEN: A motion was made by Commissioner Percoski, seconded by Commissioner Lamb to appoint Chairman Boutin and Commissioner LaMay as the Management sub-committee until such time as a new Executive Director is hired.

A motion was made by Commissioner Percoski, seconded by Commissioner Legassie to go back into Executive Session at 6:19 p.m. to include the same people as noted above.

A motion was made by Commissioner Percoski, seconded by Commissioner Legassie to come out of Executive Session at 6:26 p.m.

ACTION TAKEN: A motion was made by Commissioner Percoski, seconded by Commissioner Lamb to continue health insurance coverage for Maureen and Trisha Knibloe for the month of January, 2009.

A motion was made by Commissioner Percoski, seconded by Commissioner Lamb to make Michael Provencher a full time employee effective January 5, 2008.

A motion was made by Commissioner Percoski, seconded by Commissioner Lamb to change the AOL account from Steve Knibloe to the East Windsor Housing Authority.

A motion was made by Commissioner Percoski, seconded by Commissioner Lamb to advertise in the Hartford Courant, Journal Inquirer, Minority paper and FADO Advocate Paper for an Executive Director. The ad to be placed after the 1st of the year.

A motion was made by Commissioner Percoski, seconded by Commissioner Lamb to purchase a Mahindra tractor for Park Hill. The purchase to be overseen by Chairman Boutin and Maintenance Supervisor, Darrell Barkley.

Before the Emergency meeting adjourned, Commissioner LaMay asked for a moment of silence in honor of Steve Knibloe.

A motion was made by Commissioner Legassie, seconded by Commissioner Lamb to adjourn the emergency meeting of the East Windsor Housing Authority at 6:35 p.m.
