CALL TO ORDER AND ATTENDANCE

        The meeting was called to order at 7:00 p.m. by Chairman Boutin.  Commissioners Lamb, LaMay, Legassie and Percoski were in attendance, along with Dale Nelson our liaison to the Board of Selectman..

MEETING MINUTES OF:
Regular Meeting – September 15, 2008

        The minutes of the regular meeting of September 15, 20008 were reviewed by all Commissioners present.   A motion was made by Commissioner Percoski, seconded by Commissioner LaMay to accept the minutes of September 15, 2008 as presented.

 BILLS AND COMMUNICATIONS
        Check Register – September 17 – October 15, 2008

        The check register for September 17 – October 15, 2008 was reviewed by all commissioners present and all questions answered.   A motion was made by Commissioner Percoski, seconded by Commissioner Lamb to accept the check register of September 17 – October 15, 2008 as presented.

Bank Reconciliation September, 2008

        The Bank Reconciliation of September, 2008 was reviewed by all commissioners present.



PUBLIC COMMENTS

Alice Samson, #4

Ms. Samson stated that Elizabeth Banta is a monitor on the first level (she took over after her husband passed away) and  that she has never turned the key in.  Ms. Samson went on further to state that approximately two years ago both Ms. Banta and Pauline Legassie entered her apartment without permission and she felt that something should be done about the situation.   The Executive Director said that he would take care of the matter first thing tomorrow morning.

REPORTS OF THE EXECUTIVE DIRECTOR

Vacant Units

We currently have 4 vacancies, one double and 3 singles, in different stages of rehabilitation.  We have prospective tenants for all units as soon as they are available.

Community Hall

The East Windsor School System has been granted permission to use the Community Hall from 9:00 to 12:00 every day that school is in session to tutor three students who have been expelled from school (nothing to do with drugs or drinking).  They asked to use the hall so they could keep the 3 students separated, but agreed to use the conference room if necessary.

PILOT Payment

The PILOT (Payment in Lieu of Taxes) has been paid to the town in the amount of $24,978.79.  The amount of the payment, 10% of our total Shelter Rent and the services we receive from the town, is still a bone of contention between us and the Board of Selectman.

New Part-time Employee

We have hired a new part-time maintainer for our maintenance department starting October 6, 2008, Mr. Michael Provencher from Windsor Locks.  Mr. Provencher will be on a six month probationary period.  That now gives us two part-timers and one full time maintenance worker at less than the cost of two full time workers.

Ex Full time employee

Gary Koehler has filed, through his attorney, for a hearing in front of the Workers Compensation Commission to address the following issues:

-       Compensability/Casual Connection
-       Fringe Benefits Maintenance
-       Approval of Voluntary Agreement
-       Total Incapacity Benefits
-       Temporary Partial Benefits

I attended the first hearing on 10/20,2008 in Hartford.  Nothing could be resolved at this hearing until Worker’s Comp. decides if we are a town or state agency but the premise of this meeting was that Gary wanted us to continue paying for his medical benefits.

I am told there will be another hearing in approximately 4 weeks.  We will be notified.

Notice to Quit Possession

I have sent a Notice to Quit Possession of an apartment due to cleanliness.  This tenant has verbally requested a hearing in front of this board, but was informed that the request must be in writing as required by our Grievance Procedure.  This person has been in front of the board previously for the same type of incident and signed a stipulation that she has not adhered to.  Because of the signed stipulation from the first grievance this board heard on the same issue, this board does not have to grant the grievance hearing and we do not have to start the eviction process from the beginning but pick it up where we left off.

I would like to see the hearing granted so that the Commission and the Housing Authority attorney can understand the great lengths that the administration had gone to in an attempt to accommodate this person.

The Chairman at this time called for the report of the Resident Services Coordinator and the following is a synopsis of what has been done by the Resident Services Coordinator in September/October, 2008.

-       Attended two energy meetings in Hartford in preparation for the energy season.
-       Have assisted numerous resident with completing ConnPace applications
-       Have assisted one resident in getting help from Companions and Homemakers.
-       Have referred two tenants to VNCC for assistance
-       Have assisted several residents with their electric bill problems, i.e. setting up payment plans and/or budget plans.
-       Have filled out approximately 30 energy applications
-       Have worked with North Central Counseling and Protective Services for the Elderly with regards to a tenant.   Have made numerous home visits with regard to this tenant.
-       Attempted to get a Tag Sale for Park Hill going – no interest from the tenants.

NEW BUSINESS

 A)    Nancy Topliff – Request to move to a larger apartment.
                Per the request of the tenant, this matter will be discussed at our November meeting.

B)      Phone call to First Selectman’s office
                Commissioner Legassie was questioned as to why she called the First Selectman’s office and her response was just to make sure that our liaison Dale Nelson would be attending the meeting.

EXECUTIVE SESSION

        As the subject of the Executive Session – Employee Performance – new part time hire – was covered in the Report of the Executive Director; there was no Executive Session.














ADJOURNMENT

A motion was made by Commissioner Percoski, seconded by Commissioner Lamb to adjourn the regular meeting of the East Windsor Housing Authority at 7:31 p.m.
