CALL TO ORDER AND ATTENDANCE

        The meeting was called to order at 7:00 p.m. by Chairman Karen Boutin.  Commissioners LaMay, Percoski and Mezzetti were in attendance.  Commissioner Legassie was not present.

        There were no added agenda items.

MEETING MINUTES OF:

        Special Meeting - November 14, 2005

        The minutes of the special meeting of November 14, 2005 were reviewed by all commissioners present.   A motion was made by Commissioner Percoski, seconded by Commissioner LaMay  to accept the minutes of the special meeting of November 14, 2005 as presented.

        Check Register - November 16 - December 14, 2005

        The check register for November 16 - December 14, 2005 was reviewed by all commissioners present and all questions answered.   A motion was made by Commissioner LaMay, seconded by Commissioner Mezzetti to accept the check register of November 16 - December 14, 2005 as presented.

REPORTS OF THE EXECUTIVE DIRECTOR

        Vacant Apartments

        We currently have two vacancies, both are single apartments.  Tenant belongings are being moved out at this time and we will begin reconditioning as soon as possible.  One of apartments on level 1 needs extensive work as it has not been touched in over twenty years except for having a shower installed.

        Informal bid for audit

        If the commission so desires, it is time to out to an “informal bid” to Certified Public Accountants in the area.  (Informal bid means I send a letter to Accountants in the general area telling them what is needed and if they are interest what it will cost).

        Because of the time and cost involved in the accounts, the bid quote will cover 6 years, 3 audits.

        We are currently paying $3,300 per year or $6,600 per audit.  Our current CPA is Bardaglio, Hart and Shuman CPA’s from Windsor Locks.

        Response to the 2004-2005 Audit Findings

        My response to the audit findings have been sent to DECD and accepted by them.

        Eviction Settlement

        The settlement with Ruth Medeiros, Apt. 32 has been filed with the Housing Court.  What this means is if Ms. Medeiros fails to meet the criteria in the settlement copy, eviction proceedings will start where they left off, not from scratch.  So far Ms. Medeiros has been adhering to the agreement.

        Pending Seminar

        Since monies for building and/or expansion are little to none at this time, without getting involved with the Certificate Program with HUD, and the Housing Authority has the ability to issue Bonds, which can be or are in the form of a Tax Credit, I would like to broaden my knowledge and understanding of this program.

        The current seminar is being offered in Washington D.C. on March 23rd  and 24th of this year at a cost of $695 per person not including lodging,

        There is another seminar offered in Boston, MA on October 12th and 13th at the same cost.

        I would like to attend either of these seminars.  I know that monies are tight and if at the time of the seminar, there is no money available, I would be more than willing to pay for this seminar and lodging myself, or any part thereof.  I just need the commission to authorize the time off to attend.

        Keys

        As the Commission is aware, we are constantly replacing keys to the apartments here at Park Hill.  This is an expensive proposition as the keys are made from a blank that has to be ordered special and is costly.

        We have been given an opportunity to buy a $1,600 electric key cutter and all the blanks for $450.00 from Bill Allen, a town resident who used to own and operate Allen’s Hardware here in town.  We currently get all of our keys from him.  He has also offered to sell us a “Re-Keying” tool so that we can set the locks to use a different key if necessary.

        With the amount of keys we go through and the amount of locks we change because of lost keys, the projection is that the expense would be paid for in approximately 2 years.   

        It was a consensus of the commissioners present to purchase the key machine from Bill Allen for $450.00.

        Snow Removal

        The winter weather was kind to us in January but we’ve been hit hard in February.  Unfortunately, all of the storms so far have fallen in holidays and hours worked are paid at time and half plus holiday pay.  During removal from the last storm, Gary injured himself and has been out of work for 2 weeks.

        Community Hall Expansion

        There have been a few minor problems involved in the expansion but these have been taken care of.    

        Construction was about a week behind in January due to the wrong size trusses being delivered.  The incorrect trusses were returned and everything was back on schedule.  

        The contractor we hired is doing a great job of saving us money, not by cutting corners, but by getting better prices on materials.  So far this saving amounts to approximately $3,000.

        The scheduled completion is April 20th but it may be completed mid-March barring any unforeseen circumstances.

        Training

        Gary and Darrell are scheduled to attend an all-day training session in Cromwell for “Small Well Operators” on February 28th.  This training is necessary to keep their certification.  They must attend 40 hours of training every three years.  This training they are attending on the 28th is free.

        Millpond Village

        It has come to my attention that over the weekend the sewer pumping station alarm went off.  The alarm was reset but not the breakers.  As a result the sewer backed up into several apartments and as a consequence of this back-up several of the rugs will have to be replaced.  This is the responsibility of the Water Pollution Control Authority.

        A)      Quarterly Report - quarter ending 9/30/05

        The Quarterly reports for the quarters ending 9/30 and 12/30/05 were reviewed by all commissioners present.   No action necessary as these are informational only.

        B)      Support letter to Speaker of the House - James A. Amman
                Resolution

        A letter to Speaker of the House James A. Amman supporting his efforts to separate housing for the elderly and the younger disabled was reviewed by all Commissioners present and accepted.  All Commissioners signed off on the letter and it will be forwarded to the Speaker of the House.

        The resolution supporting Mr. Amman’s efforts on behalf of separate housing for the elderly and younger disabled individuals was reviewed by all commissioners present.

        A motion was made by Commissioner LaMay, seconded by Commissioner LaMay to accept the East Windsor Housing Authority resolution regarding separate housing for the elderly and younger disabled individuals.

        A motion was made by Commissioner Percoski , seconded by Commissioner Mezzetti to adjourn the regular meeting of the East Windsor Housing Authority at 7:45 p.m.
