REGULAR MEETING
MAY 16, 2005
MINUTES

CALL TO ORDER AND ATTENDANCE
The meeting was called to order at 7:00 p.m. by Chairman Karen Boutin. Commissioners LaMay, Legassie, Mezzetti and Percoski were in attendance.

MEETING MINUTES OF:
Regular Meeting - April 18, 2005
The minutes of the regular meeting of April 18, 2005 were reviewed by all commissioners present. A motion was made by Commissioner LaMay seconded by Commissioner Legassie to accept the minutes of the regular meeting of April 18, 2005 as presented.

PUBLIC COMMENTS
Three of the tenants on the first level made some comments regarding the children that are visiting another apartment on the first level. There is a lot of screaming and crying going on which is becoming intrusive to two of the tenants on the first level going through treatments for cancer. It was a consensus of the Commissioners present to speak to the tenant regarding this problem.

Check Register - April 20 - May 11, 2005
The check register of April 20 - May 11, 2005 was reviewed by all commissioners present and all questions answered. A motion was made by Commissioner Legassie, seconded by Commissioner Mezzetti to accept the check register of April 20 - May 11, 2005 as presented.

Bank Reconciliation - April, 2005
The Bank Reconciliation of April, 2005 was reviewed by all Commissioners present. No action necessary as this is informational only.

REPORTS OF THE EXECUTIVE DIRECTOR
Apartments
As of this writing, we still have 3 vacant apartments, 2 of which should be ready by the end of the month. The third one will take a while longer to complete as it needs a complete over-haul. All three apartments are already spoken for.
A letter has been received from Sen. LeBeau regarding a Resident Services Coordinator which has been responded to. When any additional information is forthcoming it will be brought to the attention of the commissioners.
There is a training session on the Excel computer program in East Hartford, in July which I feel would benefit both myself and Darlene to attend as we
are in the process of learning the Excel program.
, It was a consensus of all commissioners present to have the Executive Director and the Administrative Assistant attend the Excel training program in July.
Per the direction of the Commissioners, I have looked into the price of storage sheds for the complex and at $200.00 per storage shed (Rubbermaid type) it is cost prohibitive at this time.
A motion was made by Commissioner Legassie, seconded by Commissioner Mezzetti to deny the request of the resident to put a storage shed at the end of the building due to the size requested. Any storage sheds can be no bigger than 4' X 6".

REPORTS OF COMMITTEES
There were no reports of committees.

UNFINISHED BUSINESS

A) Community Hall/Office Expansion
A copy of a letter from our grant writer to the company writing out the bid specifications was received in April. The letter contained a request for clarification on a couple of items and when the clarification was completed, the project will go out to bid. When any additional information is forthcoming, it will be brought to the attention of the commissioners.

NEW BUSINESS
A) Base Rent Increase
As far as can be determined the base rent has never been increased. I am therefore requesting at this time the base rent be increased from $60 for a single unit to $75 and from $75 to $90 for a double unit. This increase will not affect the recalculation of the rents.
A motion was made by Commissioner LaMay, seconded by Commissioner Legassie to increase the base rent from $60 to $75 in the single unit and from $75 to $90 in the double unit and to notify all residents that there will be a hearing on this at the June 20, 2005 meeting of the East Windsor Housing Authority Board of Commissioners.

There were no new Policies and Procedures.

A motion was made by Commissioner Percoski, seconded by Commissioner LaMay to go into Executive Session at 7:21 p.m. to include the Executive Director and the Administrative Assistant.

MOTION: A motion was made by Commissioner Mezzetti, seconded by Commissioner Legassie to give the maintenance personnel a $.25/hr increase in pay effective July 1, 2005.
