REGULAR MEETING - JANUARY 18, 2005
MINUTES

CALL TO ORDER AND ATTENDANCE
The meeting was called to order at 7:00 p.m. by Vice-Chairman Beverly Percoski. Commissioners LaMay and Legassie were in attendance. Chairman Boutin and Commissioner Mezzetti were not in attendance.

Special Meeting - December 28, 2004

The minutes of the special meeting of December 28, 2004 were reviewed by all commissioners present. A motion was made by Commissioner LaMay seconded by Commissioner Legassie to accept the minutes of the special meeting of December 28, 2004 as presented.

BILLS AND COMMUNICATIONS
Check Register - December 29 - January 12, 2005

The check register of December 29 - January 12, 2005 was reviewed by all commissioners present and all questions answered. A motion was made by Commissioner Legassie, seconded by Commissioner LaMay to accept the check register of December 29, 2004 - January 12, 2005 as presented.

Bank Reconciliation - December, 2004
The Bank Reconciliation of December, 2004 was reviewed by all Commissioners present. No action necessary as this is informational only.

REPORTS OF THE EXECUTIVE DIRECTOR

Water Testing
I was informed by the Health Department that the reason we are being required to test for Beta Particles and Photon Radioactivity is because of our close proximity to a possible Super Fund Site. Of course that is the Mill Property. If this testing shows nothing for 4 quarters, we will not be required to continue this type of test.

Tenant Problems
Regarding the tenants we discussed at the December meeting:
Eviction proceedings have been started against a tenant in level one for violation of lease, unauthorized persons living in the apartment.

A second tenant in Level 2, the situation has been rectified at this time. Another occurrence of lease violations and eviction proceedings will be started.

A tenant in the first level fell in her apartment and was unable to get up or get to the phone. She was on the floor for three days, from Sunday to Tuesday until the visiting nurse came to the office to the office expressing her concern.

The Tenant was taken to the hospital as it appeared she had injured her hip and head in the fall. She was informed by me that if she was to return to Park Hill she would have to have a system installed like "Life Line" or its equivalent.

Building Expansion
As soon as the revised plans are received, Larry Wagner will put the project out to bid. The plans are expected within the next two weeks.


Vacancies
We currently have 6 vacancies, 1 ready to rent and 5 in different stages of renovations. We are looking at 1 possible 2 added vacancies in the next 60 days. We have enough applicants on the waiting list to fill all vacancies.

South Road (Phelps Road Extension)
On December 29, 2004 I sent a letter to the First Selectman stating that the Housing Authority was still willing to manage and improve the property as soon as ownership is established. We have been advised by our attorney that the proper procedure is for the Town of East Windsor to take possession of the property and formally turn it over to the Housing Authority.
When any additional information is forthcoming it will be brought to the attention of the Commission.

REPORTS OF COMMITTEES
There were no reports of committees.

UNFINISHED BUSINESS
A) Community Hall/Office Expansion
This was covered in the report of the Executive Director.

NEW BUSINESS
A) Grievance - Robert C. Turner, Jr. Apt. #17
A letter has been received from Mr. Turner regarding this subject and due possible pending litigation; it will be discussed in Executive Session.

B) Quarterly Report - Quarter Ending 12/31/04
The Quarterly Report for the quarter ending 12/31/04 was reviewed by all commissioners present and all questions answered. No action necessary as this report is informational only.


C) Triad
Commissioner LaMay told the commissioners present that she had seen an article on the evening news regarding Tri-Aid. From what she could gather from the newscast it has to do with increasing the security and safety of our senior while not in their residence.
The Executive Director will check into this and report back at a future meeting.

EXECUTIVE SESSION

A motion was made by Commissioner LaMay, seconded by Commissioner Legassie to go into Executive Session at 7: 30 pm. to include the Executive Director and the Administrative Assistant.
