REGULAR MEETING MINUTES
NOVEMBER 15, 2004
CALL TO ORDER AND ATTENDANCE
The meeting was called to order at 7: 10 p.m. by Vice-Chairman Beverly Percoski. Commissioners Legassie and Mezzetti were in attendance. Chairman Boutin and Commissioner LaMay were not present.

Regular Meeting - October 19, 2004
The minutes of the regular meeting of October 19, 2004 were reviewed by all commissioners present. A motion was made by Commissioner Legassie, seconded by Commissioner Mezzetti to accept the minutes of the regular meeting of October 19, 2004 as presented.

BILLS AND COMMUNICATIONS
Check Register - October 20 - November 10, 2004
The check register of October 20 - November 10, 2004 was reviewed by all commissioners present and all questions answered. A motion was made by Commissioner Legassie, seconded by Commissioner Mezzetti to accept the check register of October 20 - November 10, 2004 as presented.

The Bank Reconciliation of October, 2004 was reviewed by all Commissioners present. No action necessary as this is informational only.

REPORTS OF THE EXECUTIVE DIRECTOR
Building Expansion
On October 20th I met with the First Selectman, Linda Roberts; and Larry
Wagner, the grant writer and cash disbursement officer.
The purpose of the meeting was to sign an agreement between the Town of East Windsor and the Housing Authority. By doing this the monies that were promised are now available for use.
Mr. Wagner is working with our architect and will be sending out the request for bids as soon as the final drawings and specs are finished.

Emergency Roof Repairs


On Monday, November 8th, we began emergency roof repairs on the building containing apartments 7 - 12. Gary had to go onto the roof to repair an exhaust vent and almost fell through.

These roofs were re-shingled over ten years ago. The new shingles were installed over the old shingles and accumulating dry rot. Subsequently we are now looking to replace roofs on a total of 5 buildings in the first level within the next two years. Total estimated replacement cost for the 5 buildings is $45,000.00.


The current cost for the emergency repairs is approximately $9,000 which is very close to what we paid 5 years ago for other roof replacement which didn't have two layers of shingles to remove.
        A permit was secured from the town building department to do this work. There was no town fee for this permit, however we had to pay $1.44 state fee. (_
Tuesday, November 9th
While removing the old shingles from the roof, an eight foot section of the underlay plywood by the vents was found to be total dry rot and had to be replaced. The fascia (the aluminum section under the gutter) was found to be an inch too short allowing water to get underneath. While attempting to remove the old gutter it was discovered that part of the gutter went eight inches under the shingles which means that any other gutter replacement on the first level will have to wait until the roofs are done next year.
It was also found that the "ridge vent" on the peak of the roof was incapable of venting because when it was installed the ridge was not opened so it could vent. This is an excellent reason for all the dry rot, mold and mildew.

Domestic Disturbances
We have two tenants who have been involved in domestic disturbances with their visiting children. With one of the tenants the police have been called at least twice with one of these calls resulting in the daughter being arrested. Both tenants have been notified by mail that if these disturbances continue they will be found in violation of their lease and legal action may be taken. They were also advised that if they could not control their children, their children would be posted from the property and subject to arrest for criminal trespass should they return. This is the first complaint I have received for either tenant.

Getting Ready for Winter
On Tuesday, November 2nd, Gary attended a meeting at the Town Hall
regarding the 2004-2005 snow removal.
At this time, it was brought to the attention of the town that a sewer manhole cover in Park Hill was "sinking" in the middle of the road and causing a serious problem with snow removal. The highway department promised that they would look into it as soon as possible.
This manhole has been a problem for the past three years and is getting worse every year.

Insurance
We received a letter from DAS (Department of Administrative Services) regarding the Master Insurance Program. Although as anticipated insurance rates are going up, we have been able to save $34.00 a year on the truck insurance.

        Flu Clinic
The VNCC out of Rockville held a flu clinic on Tuesday, November 9th for Park Hill residents only. Approximately 40 people showed up for this clinic and 28 met the protocol for the flu vaccination and were able to get the shot.
