CALL TO ORDER AND ATTENDANCE

The meeting was called to order at 7:05 p.m. by Vice-Chairman Beverly Percoski.  Commissioners LaMay and Legassie were in attendance.  Chairman Boutin and Commissioner Kneeland were not in attendance.

MEETING MINUTES OF:

        Regular Meeting – November 17, 2003

        The minutes of the regular meeting of November 17, 2003 were reviewed by all Commissioners present.   A motion was made by Commissioner LaMay, seconded by Commissioner Legassie to accept the minutes as presented.

        Annual Meeting – November 17, 2003

        The minutes of the annual meeting of November 17, 2003 were reviewed by all Commissioners present.   A motion was made by Commissioner LaMay, seconded by Commissioner Legassie to accept the minutes as presented.




PUBLIC COMMENTS

        Commissioner Legassie announced  that on February 19, 2004 at 12:00 PM. there will be a hearing in front of the State Legislation regarding the placement of younger disabled individuals in elderly housing.

BILLS AND COMMUNICATIONS

        Check Register – November 19 – December 10, 2003

        The check register of November 19 – December 10, 2003 was reviewed by all Commissioners present and all questions answered.  A motion was made by Commissioner LaMay, seconded by Commissioner Legassie to accept the check register as presented.

        Check Register – December 17, 2003 – January 14, 2004

        The check register of December 17, 2003 to January 14, 2004 was reviewed by all Commissioners present and all questions answered.   A motion was made by Commissioner LaMay, seconded by Commissioner Legassie to accept the check register as presented.

REPORT(S) OF THE EXECUTIVE DIRECTOR
        (December, 2003 and January, 2004)

Request for EWHA Audits

        Noreen Farmer has requested a copy of the audits for the years 1997 – 1999 which she has received; and for the years 1999 – 2001 which has been copied for her but she has yet to pick it up; and the current audit for 2001 – 2003 which has yet to be completed.  A charge of $.25 per page is being charged.  It is unknown what the purpose of this request is, but since these audits have been approved by the State of Connecticut I will leave it to the Board to draw its own conclusions.


Apartments

        The shower conversion has been completed n Mrs. Rivers apartment, #16.  As soon as funds are available we will undertake conversions in Apts. 6 (L’Heureux ) and #22 (Geddes) in that order.  

        We have one apartment under renovation and will be filled as soon as the renovations are completed.

        Senator LeBeau was at the Park Hill Community Hall on December 16, 2003 to discuss any updates on the petition.  There was a closed meeting in his office on Thursday, January 16, 2004 to start writing legislation regarding younger disabled in elderly housing.   I was invited to attend but was unable to due to prior commitments.  They will keep me posted as to future meetings.

Employee Status

        Darrell underwent minor surgery the end of November and has returned to work – light duty only until the beginning of February.

        While Darrell was out, Gary kept up with the problems in the complex the best he could; but with the Blizzard(s) of 2003 to deal with he was pretty well worn out.

        The office has been running well even with the constant coughing, sneezing and occasional laryngitis.

Phelps Road Extension (South Road)

        I met with the First Selectman regarding the South Road acquisition.  It was agreed that we would share the cost of the attorney’s fees with the Town Attorney doing the majority of the work.   I am awaiting communication from the Town Attorney as to when we can begin.  It is still not a given that we will acquire the property.  I will play it by ear as we get more deeply involved.




Annual Christmas Party

        Our annual Christmas Party was held on December 18, 2003 with about 45 residents in attendance.  A good time was had by all.

Girl Scouts Carol Sing

        The East Windsor Girl Scouts had a carol sing at Park Hill on December 21st at 5:30 p.m.   The Boy Scouts refused because of parental concern over the adverse publicity Park Hill has received because of some of the tenants, who have since been evicted.

Community Hall

        The Community Hall has been kept busy with parties, funeral gatherings, civic organizations and town board meetings along with various tenant usage.

        We are still waiting to hear from the State regarding the grant, but it appears to be a given.

Frozen pipes

        Due to the extreme temperatures and wind we have experience several freezing of hot water pipes in apartments on the first level.   The pipes that have frozen are the ones that were run through the cinderblock walls and not insulated.  We have had to use electricity to thaw the pipes and are instructing tenants to let the water trickle during this cold weather.  The only way to correct the problem properly would be to knock a hole in the wall and insulate the pipes.  This is cost prohibitive at this time.

        The door to the laundry room was left open last week all night with the result being that the pipes and washing machines froze.   We were able to thaw them out with no permanent damage.

        We are also experiencing problems with the heat relays in some of the apartments on Level 1.  They are beginning to malfunction and they either stop working entirely which causes everything to get very cold or just the opposite where you could fry an egg.  Apt. 16 had the problem with the relay and the apartment got extremely hot and has been repaired.

Recertifications

        We will be starting rent recertification on February 3rd.   We expect to have them completed by the end of March so that the 2004-2005 budget can be completed.

Education

        Darlene will be starting Financial Accounting classes at Asnuntuck College next Monday (January 26th).  This action will benefit the EWHA immensely.  She has just completed Introduction to Business Management with a B average.

        The wheeled dollie that is being used to aid in the weekly bread delivery was stolen out of the Community Hall (this is the second one that has been stolen) sometime over the weekend.  This is being investigated and when the guilty party is found it will be taken care of.

A)      Community Hall/Office Expansion

This was covered in the Report of the Executive Director

B)      Millbrook Complex

There is nothing new to report on Millbrook.

C)      Policy and Procedures Update

Due to time constraints, any additional Policies and Procedures are not available at this time.   With any luck, new ones will be available at the next regularly scheduled meeting.

NEW BUSINESS

A)      Quarterly report – quarter ending 9/30/03 (1st quarter 2003/2004 fiscal year)

The Quarterly Report for the quarter ending 9/30/03 was reviewed by all Commissioners present and all questions answered.   No action necessary.

B)      Quarterly report – quarter ending 12/31/03 (2nd quarter 2003/2004 fiscal year)

The Quarterly Report for the quarter ending 12/31/03 was reviewed by all Commissioners present and all questions answered.   No action necessary.

C)      Meeting dates for 2004

The meeting dates for 2004 were reviewed by all Commissioners present and approved.

EXECUTIVE SESSION

A motion was made by Commissioner LaMay, seconded by Commissioner Legassie to go into Executive Session at 7:37 p.m. for the purpose of Employee Performance Evaluation.

A motion was made by Commissioner LaMay, seconded by Commissioner Legassie to come out of Executive Session at 7:41 p.m.

A motion was made by Commissioner LaMay, seconded by Commissioner Legassie to approve the 3% bonus for the year 2003 for the employees of the East Windsor Housing Authority.

ADJOURNMENT

A motion was made by Commissioner LaMay, seconded by Commissioner Legassie to adjourn the regular meeting of the East Windsor Housing Authority board of Commissioners at 7:45 p.m.
