Minutes of Board of Finance Budget Workshop
April 15, 2009

Present: Jack Mannette, Bob Little, JoAnn Kubick, Jason Bowsza, Marie DeSousa, Al Floyd, Adam Mehan and Kathy Pippin. Also participating were Treasurer, Catherine Cabral, selectman, Gil Hayes and first selectwoman Denise Menard.

Meeting called to order at 7:55


Marie reported on her follow up on the number of police needed to maintain grant status.  She stated that things look good and that all requirements have been met.  She suggested that we should continue to rely on the police department to make sure that they continue to meet all requirements.  A motion was made by Bowsza and seconded by Kubick that there be no additional action by the BOF regarding the number of officers required to maintain grants.  Motion passed.

Cathy Cabral indicated that she had input all of the changes discussed into the budget program.

We went around the table to illicit ideas on how to make reductions and what we should go for as an initial number to present to the public.  A lot of discussion followed.

Bowsza made a motion to remove ½ half of the amount for the animal control officer (acct 2145).  It was seconded by Kubick and approved with one person opposed.

There was discussion about selling one of the senior center vehicles and also reducing vehicle maintenance.  More info is required especially which vehicle would be sold.

There were several items in the CIP (9445) that were delayed until next year:
        $29K for one thermal imaging camera, motion Bowsza, second Pippin, unanimous
        One police crusier, motion Bowsza, second Kubick, unanimous
Town parking spaces $40,588) motion Bowsza, second Mannette, unanimous
        Reduce contingency by $50k, motion Kubick, second Floyd, unanimous
        Boiler at Town Hall (80k) motion Mannette, second Kubick, unanimous

There was a discussion on reductions for agencies:
Reduce fire departments, motion Mannette, second Kubick, passed with one opposed.
Reduce ambulance $12.5k, motion Kubick,second Bowsza, passed with one opposed

Board of Education was discussed and a motion by Mannette, second by Little to reduce budget by $465K passed 3 to 2.

Total reductions were $765,347.

The town was requested to reduce their request by $392,523 on a motion by Mannette, second Floyd, passed 3 to 2.

Next meeting set for April 22, 2009 for 6pm at town hall

Meeting adjourned at 10:05 pm on a motion by Bowsza, second Floyd, unanimous.
