Town of East Windsor
Board of Finance Meeting
April 1, 2009

Members Present:  Marie DeSousa, Chairman, Jason Bowsza, Jack Mannette, Robert Little, Albert Floyd, and Alternates Kathy Pippin and Adam Mehan.

Also Present:  First Selectman Denise Menard, Town Treasurer Catherine Cabral

Marie DeSousa, Chairman, called the meeting to order at 7:30 p.m. in Room N4 of East Windsor High School.

Treasurer Cabral distributed budget information as it pertains to the General Fund and a Revenue Comparison for the last four years.  Additionally, a Salary Analysis worksheet and a Projected Revenue worksheet from FY 2008-2009 were distributed.    A review of the revenues for 2010 included discussion about state revenues and CCM’s perception of what to expect for next year.    Currently, the shortfall for 09-10 is at $425,080.  Salary information is still pending from a couple of town departments.  

The Board’s focus is on how to keep the mill rate and taxes at the same percentage next year as this, in addition to not depleting the General Fund.  Ms DeSousa pointed out that next year’s budget is also a concern to her due to job losses and financial hardships that people are beginning to experience this year.    

There was further discussion on how to increase revenue in town through fees that could generate new revenue streams.  Examples of possible fees are map copies, inland-wetland fee adjustments, umpires fees, admission price to the EW Park and opening it to non-residents again.  

Ms. Menard stated that she is continuing talks with All American Waste regarding the towns trash hauling and is working on a new 5 year contract.   She also discussed Stimulus monies and some of the “shovel-ready” projects the town has ready to go.  These include expanding the sewer line along Route 140, repair of the Broad Brook dam and East Road Bridge, and road and drainage work in Prospect Hill.  

Ms. Cabral suggested that the Board go into Executive Session at its next meetings to discuss personnel matters.   It was agreed that time would be allotted at subsequent meetings for Executive Session.  The upcoming meeting schedule is as follows:

Tuesday, April 7:   Budget Workshop
Wednesday, April 8:  Budget Workshop including Executive Session
Tuesday, April 14:  Budget Workshop including Executive Session
Wednesday, April 15:  Budget Workshop after regular Board of Finance Meeting


Ms. DeSousa thanked Ms. Cabral for a fabulous job in compiling the data that was distributed.

Upon motion by Jason Bowsza, seconded by Albert Floyd, it was unanimously voted to adjourn at 8:52 p.m.
