EAST WINDSOR BOARD OF FINANCE/ BOARD OF SELECTMEN MEETING
MINUTES OF NOVEMBER 19, 2008
Present: Bowsza, DeSousa, Floyd, Hayes, Little, Menard, Mannette, Nelson, Pippin, Simmons
First Selectman Menard distributed a copy of the ten year grand list and tax trends. Ms. DeSousa presented a copy of the calendar of special budget meetings and workshops. She said that the due dates are a month ahead of last year's schedule
Ms. Menard presented a draft of the memo that will go out to all town commissions, boards and departments regarding 2009-2010 budget requests.
Mr. Mannette entered the meeting.
The Board discussed whether or not the memo should include a statement asking for no more than a 3% increase in any budget request. They also discussed whether or not to hold an extra public hearing before the budget process begins. Ms. Menard said that the town departments understand that these are dire economic times.
The boards, by consensus, agreed to include the statement that "based upon the reality of Governor Rell's goal of a 0% increase, please keep in mind that these are challenging economic times and that state funding is not going to increase". Opposing the statement were Mr. Mannette and Mr. Little.
Ms. DeSousa and Ms. Menard will meet to come up with a calendar that might include a Saturday public hearing.
