Board of Finance Budget Workshop Minutes 4/02/08
The meeting was called to order by Noreen Farmer at 7:34 p.m. at the East Windsor High School Board of Education Room N-4.

Due to the late hour of the March 26, 2008 Budget Workshop the Treasurer agreed to postpone her presentation until tonight. Mary Szabo provide a two page document outlining the budget lines she is responsible for in her office. Her presentation allowed for explanations to be given and questions to be answered.
The balance of the meeting was to provide all parties with an explanation of how the budget process will begin, where the Town revenues come from and how the mill rate is calculated. Noreen Farmer, Chairperson BOF, explained since several members are new in order to have a starting point for the process it was necessary to make sure everyone had a solid knowledge of the procedure.
She than went on to discuss her thought process for a starting point to address the budget put forth. She felt it is necessary to utilize the 2007-2008 Grand List Figure with a 2% increase. She stated at a later date that the Grand List to include the revaluation figures would be made available in order to show the true growth in the Grand List; at which point the mill rate would be calculated. (mill rate is calculated by the amount of money to be raised from taxes divided by the Grand List).
Mary Szabo, Treasurer, provided a document that explains where our revenues come from and provided a brief explanation.
Discussion took place regarding the under funding of the Town Pension program.
The meeting was adjourned at approximately 9:25 p.m.
