MINUTES OF BUDGET WORKSHOP OF APRIL 19, 2005



Mr. Catino called the meeting to order at 7:35 p.m. in the East Windsor High School media center.  Present:  Board of Finance Chairman Catino, Members Dove, Hayes, Mannette, Nelson, Sabotka.    Absent:  Floyd

The Board reviewed Charter language regarding audits.  Mr. Catino suggested that the Charter Revision Committee review the language. Board members want an audit from the Broad Brook Fire Department.

The Board, by consensus, agreed to hold half of the 2005-2006 budget funds from the Broad Brook Fire Department until they receive the department’s audit.  

The Board of Selectmen’s original recommendation is $28,018,162.  Several Board members said they thought the BOS’s budget is reasonable.  

The Board discussed strategy in getting the budget passed.  Ms. Sabotka said they couldn’t second-guess what the public would do.  The Board will meet after the public hearing to discuss and react to public comments.

Discussion followed concerning the school’s budget and whether it should receive the same percentage increase as the town-side of the budget or less.  Mr. Manette said that the Board of Education’s budget is too fat.  The Board of Finance has to represent a balance between those that want to increase BOE budget and those that don’t.  Mr. Catino does not want to give the BOE less than a status quo budget.  He asked if the Board would agree to match the increases of the town-side and education.  

The Board, by consensus, agreed to recommend $15,767,147 for the school board.  They will recommend a total budget of $28,002,072 to the town.
