EAST WINDSOR, CONNECTICUT
MINUTES OF BUDGET WORKSHOP OF APRIL 13, 2005
Mr. Catino called the meeting to order at 7:35 p.m. in the East Windsor High School media center. Present: Board of Finance Chairman Catino, Clerk Floyd, Members Dove, Mannette, Sabotka, Nelson; First Selectman Roberts, Selectman Sinsigallo and recording secretary Nolan. Absent: Farrell (illness in family), Hayes (personal illness)
The Board reviewed the Board of Selectmen’s recommendations for accounts 2150 through 9447. They discussed or made the following changes:
2155 Warehouse Point Fire Department. Mr. Manette reviewed with the Finance Board several areas of the Warehouse Point Fire Department’s audit including the maintenance account and fire marshal compensation. He also brought to the Board’s attention $200,000 worth of retired fixed assets. A discussion followed concern capital equipment. A discussion followed concerning the responsibilities of the fire marshal. They discussed health club dues and uniforms. They discussed cutting $5,900 for health club dues, but left it in.
2150 Broad Brook Fire Department. Discussion followed concerning an audit being conducted by the town’s auditor. Mr. Dove stated that next year the Board of Finance should require a standardized budget format from the two fire departments.
2175 Dog Fund. Discussed cutting overtime by $3,109, but left it in.
2180 Dog Damage. Discussed eliminating account, but left it alone.
2185 Firefighters Benefits. Board discussed possibility of Public Safety Committee looking at over-dispatching. Also, discussed the town not paying for training that would not be used in town. Discussion followed concerning this account being monitored quarterly to insure that they are keeping within budget limit. Ms. Roberts stated that she would address this item at a Board of Finance meeting later in the year.
5222 Water Purification. The Board eliminated this account.
5240 Ambulance Association. Discussed current negotiations with the ambulance association.
8410 Contingency. Discussed increasing contingency fund, but left it alone.
8440 Miscellaneous Other. Discussed maintenance of a Historical Commission building. Cut $1,000 from the Historical Commission.
9445 Capital Improvement Current. The Board reviewed items already cut from the original request. Discussion followed.
Ms. Roberts handed out a proposed municipal budget matrix from CRCOG. It shows East Windsor’s mill rate is lower than the ten towns on the list. She said East Windsor has lived on a shoestring for years.
The workshop adjourned at 10:15 p.m.
