MINUTES OF BUDGET PRESENTATION OF MARCH 23, 2005
BROAD BROOK FIRE DEPARTMENT, WAREHOUSE POINT FIRE DEPARTMENT,
AMBULANCE ASSOCIATION.
Mr. Floyd called the meeting to order at 8:00 p.m. in the Town Hall conference room.
Present: Board of Finance Members Dove, Farrell, Floyd, Hayes, Mannette, Sabotka, Nelson; Board of Selectmen Roberts, Balf and Crouch, and recording secretary Nolan. Absent: Catino
The Broad Brook Fire Department’s 2005-2006 budget request is $199,425. BBFD representatives Bruce Boice, John Madigan and Cal Myer answered questions from the Board. They explained that approximately $10,000 of the maintenance account subsidizes items shared with the Senior Center such as electricity, heating and cooking oil and trash pick up. Revenues are listed under the Fire Commission. Mr. Farrell congratulated them for presenting a status quo budget.
Discussion was held concerning the anticipated price increases in diesel, gasoline and oil.
Warehouse Point Fire Department. The WPFD’s 2005-2006 budget request is $239,332, an increase of $15,922. According to a letter from Fire Chief Harry Daniel, the cost of dispatching has increased by 25% ($2.88 per capita; same for Broad Brook Fire Department). The WPFD answered 415 alarms during 2004. Mr. Dove commented that the BBFD and the WPFD use two different budget formats, which makes it difficult when comparing the two. Mr. Clynch said a 5% decrease budget would come from compensation or taking equipment off line. The Board asked for the WPFD’s audit report.
East Windsor Ambulance Association. Chief Thomas Clynch said he anticipated a contract agreement prior to this meeting. He presented a budget request for $200,000 for 2005-2006. Ms. Roberts stated that a draft agreement is presently being reviewed and the Board of Selectmen will be recommending to the Board of Finance an amount to include in the town budget. Once the agreement is officially approved, she said, the ambulance association would not be eligible for capital improvement funds. The town would not fund CIP for buildings or equipment that the town does not own, except the Broad Brook Fire Department.
Ms. Roberts said she would soon have revenue projections for the finance board.
