Minutes from the meeting of January 4, 2007 were read and approved.

Unfinished Business
Blaine Simpkins continues to work with Fleet Masters on the generator issues. They have installed a new starter and have evaluated the alternators which are not big enough to support the generator so they will correct that problem. Also they will clean out the fuel tank which is all gunk. Three hundred dollars has been spent to date.
Marcus Communication has completed installed the Hi Band Radio. Blaine will contact State of Connecticut Homeland Security and Emergency Management in Rocky Hill to do a test of the Hi Band. After that the Town wide radio will be tested once a month. East Windsor is also on target with its Hi Band mobile unit in its emergency vehicle.
Jonathan will be Radio 3 and will continue to be our communication liaison. Christina Ware was given copies of all of the Marcus Communication installation information to give to Jonathan Towle.
New Business:
Blaine Simpkins had two meetings with the Board of Selectmen regarding Emergency Management and to review East Windsor Emergency Management Plans and the grant reimbursement process.
Thomas F. Gavaghan, State of Connecticut Office of Emergency Management Area 111 Coordinator also attended a Board of Selectmen meeting to answer the numerous questions that had been asked by members of the Board. Mr. Gavaghan asked the Board did they have anymore questions and Mr. Sinsigallo responded that he now has a complete understanding of the Emergency Management operations
Phone Company
A phone company technician has been here to put in the lines for fax and phone. He will be here again on May 8, 2007 to complete the phone installation.
Flood Alert
A Conference call was held with Governor Rell to put in damage reports caused by the excessive rain and flood waters. The following areas were
effected and this is where damage occurred:
Rye Street – water
Ellington Road – tree down
Woolam Road – water -provide sand bags as contractor pitched driveway into garage
Warehouse Point – water-received sand bags
After the conference call, Blaine received the follow up paper work from State of Connecticut in Rocky Hill to be completed. This was accomplished with the help of Jennifer Browne and Becky McDonald, the always helpful staff in the First Selectman’s office. Because of Blaine due diligence, the town will be reimbursed the following:
Road Crew $500.00 for overtime
Sewer Plant - $5,000 for overtime pumping

The following new plans have been provided by the State of Connecticut

2. Emergency Management Handbook
3. Emergency Shelter Check List
4. Universal Access Shelter Guidelines
5. Space and Floor Plan - currently with Christina Ware
6. Aging, Disability and Substance Abuse Recovery Resources Book
7. Bradley International Airport Disaster Plan
A computer for Emergency Management will be located in the vehicle. Jane will be transferring all the necessary information from the State to this computer. Joe Roberts stated this is excellent for on going dialogue from mobile command vehicle to command post.
