Town Hall Annex
Present: Blaine Simpkins, Acting Emergency Management Director, Advisory Council Members: Jonathan Towle, Christina Ware, Joe Roberts.
7:40 PM meeting called to order
Minutes from the meeting of November 2, 2006 were read and approved.

Per Joe Roberts a suggestion to have notices of meetings published.
Blaine Simpkins indicated that the agenda and minutes are on the Town Web Site.
Public Participation
None
Unfinished Business
Blaine Simpkins continues to work with Marcus Communication Radio to hook up the radios. It is wired in the High Band. Marcus has put in a bid for the Antenna.
Grant money will purchase more radios.
Blaine Simpkins will look into batteries and charges.
Current heating problem is being addressed.
Also the phone line should come to a resolution shortly.
Update on generators. The State of Connecticut this year will be sending out a form to supply generators. The Army Corp of Engineers will come out and wire buildings. Then all Blaine Simpkins will have to do is place a call and the generators will be delivered to the Town Hall Annex and the East Windsor High School.
Update on Cots
If there is a need for more cots they can also be obtained. The standard for the cots is as follows:
20 feet per person for 2 days
40 feet per person if more than 2 days
The Senior Center and Town Hall Annex are designated shelters.
New Business
The New Commissioner of Emergency Management State of Connecticut is Bill Hackett from Branford, a former Fire Chief.
Town Garage has been designated as Emergency Management Distribution Center. A call to Rocky Hill will activate fork lifts to unload trucks which will bring the supplies we need from Brainard Airfield in Hartford. All of this is based on population. The Distribution site has a traffic plan.
An Annual review of Emergency Plans are required by the Governor. These plans are now being submitted by Disc.
Also emergency phones that transmit in 9 languages will be available to call homes.
There is a need for a projector for presentation Blaine will check in to this.
Ham Radio Operators will be activated to assist if the state declares an emergency.
Insurance
Once the disaster plan is activated by the Governor or First Selectman all members of the team are covered by the State under their insurance.
NIMS Training
Fire Departments are complete
Police Department is ¾ completed
This training informs all departments how to work together at a disaster scene. In the future there will be a group NIMS training.
Meeting date change –
A vote was taken to change the Emergency Management meeting to the First Monday of the month at 7:00 PM.
