        ELDERLY COMMISSION MEETING
April 24, 2006 at 11:30 am
East Windsor Town Hall

Meeting Minutes of April 24, 2006:

I.      Meeting called to order at 11:35am.  Although there was no quorum for today, the chairman and those present, decided to hold a meeting, however, with no voting.

II.     Previous Minutes (October 24, 2005, November 28, 2005, January 9, 2006, February 27, 2006):  No discussion or motion made to accept minutes due to lack of quorum.  

III.    Attendance:  
Present Members:  Claire Badstubner (Chairman), Elizabeth Burns (Municipal Agent), Karen Boutin.
Absent Members:  Cheryl Littlefield

IV.     Elderly Commission:

A)      Resignations/Openings

Discussion regarding the recruitment of new appointees.  Two resignations have been submitted to the Chairman.  A resignation was signed today for H. Stuart Woodard as a result of his untimely death.  
A verbal resignation from Cheryl Littlefield, with a written resignation to follow, was given to Ms. Burns.

The open seats on the Elderly Commission that need to be filled are:
(1)     Republican
(1)     Democrat or Unaffiliated

B)      Meeting Location/Times

Ms. Boutin informed the group that there will be two conference rooms available at Park Hill beginning 5/1/06 if the commission decides to move the meeting time to the evening.

Ms. Badstubner acknowledged that Park Hill is a possibility, however, meetings will remain at 11:30am, (Town Hall), for now until a full commission is able to vote on any change.
The commission will meet again on June 26, 2006 and at that time decide on a future meeting schedule for the upcoming new fiscal year.

C)      Senior Friendly Community

Ms. Burns informed the group that the town of Coventry is at the very beginning stages of their Senior Friendly Community Project.  As East Windsor decides to move forward with such a project, Coventry can be a potential “partner” and resource for feedback.

D)      Gold Card

Ms. Burns briefly reviewed packet regarding Gold Card information for the towns of Ridgefield and Rocky Hill, for Ms. Boutin.  

Ms. Burns also informed the group that the town now has a volunteer (Ed Farrell) who will be reviewing any major grants brought forth for the town.  Ms. Burns reminded the committee that if they come across any major grants that may be beneficial, that she would present it to Mr. Farrell for research/review.

E)      Senior Cell Phone Program

Ms. Burns stated that, currently, the Human Services office is handling any phones that are turned in.  Ms. Boutin stated she may be able to donate some used cell phones for 9-1-1 use.


V.      Local Tax Credit/Deferral:

Ms. Burns informed the group that there is nothing new to report at this time and that this issue is still pending with the BOS.  

Ms. Burns also informed the group that the town of Windsor’s Tax Relief Program is going to council next Monday (5/1/06) and that she will be receiving a fax of their packet and an update of any results/info.

Ms. Boutin informed the group that the town of Tolland is also doing the same.  Ms. Burns will check into this and get information from Tolland to report back to the commission at the next meeting.
