Natural Resources Preservation Committee (NRPC)
Minutes of Meeting
June 14, 2006

Members present: George Grant, Albert Grant, James O’Donnell, Janice Warren
Members Absent: Barbara Smigiel, Michael Kovalcek, Doug Wilson

Meeting convened at 7:50 p.m.

Voted to accept minutes of 5/10/06 meeting. Passed unanimously.

First item of discussion was issue of Charter Revision being incomplete and therefore NRPC is not yet established as separate board from IWCC. Membership terms are all up in July 2006 in anticipation of a completed Charter Revision. Must Board of Selectmen be contacted to add us as agenda item? Agreed J. Warren would contact Linda Kehoe and Town Clerk to determine procedure to request continuance of the membership until Charter Revision is complete. It was agreed that inactive members should be contacted regarding their future participation, though unclear who would contact those members.

It was also agreed that e-mail is an ineffective communication tool for this committee.

Open Space Plan: Board of Finance must review first, before any presentation to Board of Selectmen. Plan should be written for next meeting of B.O.F. Members of NRPC will review set of documents with other town’s open space planning and choose important parts that should be included in East Windsor’s. Plan should include information regarding Scantic River, farmland preservation, criteria scoring system, sources of financing open space and more.

Albert Grant will distribute packet to all members of NRPC who are not present for this meeting. George Grant will prepare recalculation of scores on open space rating system to reflect more refined criteria scores by the June 28 meeting.

Secretary will submit minutes of meeting to Town Clerk and inform of special meeting of NRPC to be held June 28. Sole agenda item of June 28 meeting will be creation of an Open Space Plan document for use in gaining support for open space.

A discussion ensued regarding committee actions after development of document and presentations to appropriate boards and commissions. A public education strategy would be developed including letters to the editor of the Journal Inquirer, possible insertions of information into the Reminder and lawn signs supporting referendum.
