BOARD OF ASSESSMENT APPEALS MINUTES

The meeting was called to order at 5:00 p.m. at the East Windsor Town Hall, 11 Rye Street, Broad Brook.  

ATTENDANCE:     James Lenegan and Marilyn Butenkoff and Muriel Welles
Also Present:   Carol Madore, Assessor

Mr. Lenegan noted that the Board of Selectmen voted to appoint Ms. Welles to fill the vacancy on the Board of Assessment Appeals. Ms. Welles has been sworn in to serve on this board and was welcomed.

Mr. Lenegan discussed the recent Freedom of Information  Workshop he attended and the parameters for posting meetings and filing minutes.  

1.      PREVIOUS MINUTES

MOTION: To accept the February 2, 2008 minutes as submitted.
                Made by Ms. Butenkoff, seconded by Ms. Welles.
ALL VOTING MEMBERS IN FAVOR. MOTION CARRIED.


2.  Election of Chairman;

Motion to Nominate James Lenegan as Chairman to the Board of Assessment Appeals.
        Made by Ms. Butenkoff, seconded by Ms. Welles
                Discussion:  No other nominations offered.
        ALL VOTING MEMBERS IN FAVOR. MOTION CARRIED.

2.      To set appointments for Board of Assessment Appeal hearings based on applications received in connection with the Grand List of October, 2007 and the Supplemental Motor Vehicle List of 2006.

The Board reviewed the applications received and set appointments for the hearings.  The hearings will be ten minutes per appeal.  The Board discussed what they required for back up in preparation to the upcoming hearings – each will have a notebook with the applications and relative back up, barring lengthy submissions, for the hearings.  The recording secretary will prepare that material.   April 11 was added as a date for appeals, and the start time for April 18 was changed to 8:30 a.m.  The recording secretary will post those accordingly.    The hearing dates will get out to the applicants in the next few days – pursuant to the appropriate time frames.
