BOARD OF ASSESSMENT APPEALS
MINUTES
Saturday, February 2, 2008
8:30 A.M.
Mr. Lenegan called the meeting to order at 8:30 a.m. at the East Windsor Town Hall, 11 Rye Street, Broad Brook.
ATTENDANCE: James Lenegan and Marilyn Butenkoff

Observing: Ms. Muriel Welles

MOTION: To accept the September 10, 2007 minutes as submitted.
Made by Ms. Butenkoff, seconded by Mr. Lenegan.
ALL VOTING MEMBERS IN FAVOR. MOTION CARRIED.
Mr. Lenegan advised that Board Member Elaine Stevens submitted her resignation to the Board and the Town Clerk effective January 1, 2008. Therefore, there is a vacancy on the Board. Present at the meeting was Ms. Muriel Welles who was nominated by the Democratic Town Committee to fill the vacancy. This nomination is going before the Board of Selectmen at their next regular meeting. Ms. Welles is present at the meeting to observe.
Review the Application form for Hearings to be held for potential appeals of the October 1, 2007 Grand List and the Motor Vehicle Supplemental Grand List as of October 1, 2006.
Ms. Madore presented last year’s form and the Board requested some minor edits and Ms. Madore will make those changes as discussed. Also discussed at length is the addition of an attachment to the application which will be a brief general guideline for the taxpayers of what evidence and/or back up information is necessary to bring when making an appeal before the Board.
Meeting and hearing schedule for Spring hearings on taxpayer assessment appeals of the October 1, 2007 Grand List and Motor Vehicle Supplemental Grand List of October 1, 2006.
Ms. Madore discussed the timeframes for the increase notices and the Board discussed its statutory timeframes as well.
The Board will meet on March 20, 2008 at 5:00 p.m. to begin setting the hearings of applications and consider if the previously scheduled hearing dates will be adequate to hear all applications received.
The legal notice will go in the Journal Inquirer on February 14, 2008. The hearings will be held by appointment only at the East Windsor Town Hall, 11 Rye Street, Broad Brook, CT. on the following dates in April, 2008: April 5 starting at 8:30 a.m.; April 7, 8, 9 and 10 starting at 5:30 p.m.; April 12 starting at 8:30 a.m.; April 14 and 16 starting at 3:00 p.m.; April 18 starting at 2:00 p.m.; April 19 starting at 8:30 a.m.; April 21, 22, 23 and 24 starting at 5:30 p.m.; April 26 starting at 8:30 a.m.; and, April 29 and 30 starting at 5:30 p.m. If necessary, the Board of Assessment Appeals will add more dates to this hearing schedule.
The nomination and voting of a Chairman will take place on March 20, when a full Board is present.
