CALL TO ORDER
Chair Kehoe called the meeting to order at 7:40 p.m. The Chair announced the exit
locations in accordance with Connecticut General Statutes §29-381, after which the
Council joined him in the pledge of allegiance.

OPPORTUNITY FOR RESIDENTS TO ADDRESS THE COUNCIL ON AGENDA ITEMS
Karen Howe, 100 Ridgewood Road, Chair of the Fine Arts Commission, invited the Council to attend the Fiftieth Anniversary of the East Hartford Summer Youth Festival and the establishment of the Fine Arts Commission on Saturday, April 5th at the Marco Polo.

COMMUNICATIONS AND PETITIONS
Responses to Questions Asked of Administration – 63 Woodbridge Avenue
Chair Kehoe stated that the owner of the house at 63 Woodbridge Avenue is current on his property taxes and has secured the house so that there is no danger of collapse or hazard to the surrounding properties. As such, the property is in compliance with the town’s Property Maintenance Code.
Disposition of Town-owned Property Other Than Real Estate – Used Furniture
Chair Kehoe announced that, pursuant to §10-3(c) of the town’s Code of Ordinances, the Administration is notifying the Town Council that old furniture from Raymond Library and other locations will be disposed of through public auction.
East Hartford Housing Authority (EHHA) Update
Deb Bouchard, Executive Director, announced that present in the Chamber were Robert Keating, Chair of the EHHA’s Board of Commissioners, John Carella, member of the Board of Commissioners, and Kelly McDermott, Senior Manager of Planning and Modernization.
Ms. Bouchard reported that the U. S. Department of Housing and Urban Development (HUD) just recently acknowledged that the EHHA exited out of troubled status. She went on to summarize the accomplishments of EHHA: (1) the negotiation of the sale of King Court; (2) EHHA’s new website; (3) a 20-year HUD rent subsidy contract for Veterans Terrace; (4) new policies and trained staff on various programs; (5) monitoring their budget more tightly; (6) reduced expenses through collective bargaining agreements on self-insuring dental coverage and healthcare programs.
Ms. Bouchard stated that the anticipated closing for the sale of King Court is early April 2014 with a selling price of $3,200,000. The proceeds from the sale of King Court – after repayment of obligated funds – will be split between the State of Connecticut and the Town of East Hartford.
East Hartford Board of Education: Medical Analysis Presentation
Michael Walsh, Finance Director, summarized the reasons why this presentation is necessary – higher medical costs in the current fiscal year will extend into the upcoming budget year. Since the Medical Reserve is depleted, Mr. Walsh stated that more financial resources need to be embedded in the upcoming budget to more closely match the expected medical costs.
Arch Henderson, Todd Goodall, and Deb Testa, representatives from Lockton, the town’s outside consultant for the town’s and Board of Education’s medical accounts, presented charts and graphs concerning the upswing in the medical claims experienced by both the town and the Board. Most of the increase is attributed to the rise of cancer cases and the prescription drugs to combat chronic illnesses like diabetes.

OPPORTUNITY FOR RESIDENTS TO SPEAK
Mayor Leclerc (1) the 2014-2015 recommended budget will be distributed by Friday, February 21st, per Charter requirement, both in hard copy and electronic format; (2) Firehouse #5 on Brewer Street has received a Gold Certification – the first firehouse in the state of Connecticut to obtain a Gold LEED certification; (3) was a guest lecturer at St. Joseph’s College speaking on Women in Leadership Roles; (4) Read Across America will be celebrated on March 3rd at Raymond Library – Susan Hansen, Library Director, will hold all-day programs in recognition of this event; (5) Jason Pannone, the Library’s Reference Librarian and Cultural Assets Manager has been selected by Bowker Magazine for Libraries to contribute to its 23rd edition; and (6) more salt has been made available to the
town for use on town roads.
Ram Aberasturia wished his father, Roberto L. Aberasturia, a Happy 72nd Birthday, on February 20th.
